Planning Commission <br />Meeting Minutes <br />September 22, 2022 <br />Page 7 of 17 <br />The project would provide a major employment center for the City and region and is <br />anticipated to increase tax revenue for the City, contributing to the economic stability of <br />the City and region. <br />There is currently an employment/housing imbalance in all of Boulder County and the <br />region that influences housing access and affordability and vehicle miles traveled due to <br />longer commute distances. Adding a new employment center within a community that <br />does not have a counterbalance of new housing development would contribute to the <br />access and affordability concern and regional traffic congestion. <br />Adding appropriate transportation infrastructure within a new development to ensure <br />safety, promote multi -modal infrastructure, and ensure levels of service are maintained <br />can influence the success of a project and the resulting economic impact. <br />Included as Attachment No. 21 is the City's Q1 2022 Commercial Vacancy report. <br />Request for information on if the Commission can make a recommendation on a <br />Preliminary and Final Subdivision Plat simultaneously. <br />The applicant requests concurrent review of both a preliminary and final plat application <br />for the property. The typical procedure is to first review a preliminary plat and then <br />subsequently review a final plat application upon approval of the preliminary plat. A <br />preliminary plat approval will expire after 12 months if the final application is not made. <br />In addition, LMC Section 16.12.060 states that "after the subdivider has received <br />approval of the preliminary plat, the final plat may be prepared." However, staff has <br />consulted with the City Attorney and the City Attorney determined that a concurrent <br />application could be requested considering that there is not a clear prohibition on <br />concurrent applications. Staff has reviewed the application against both the preliminary <br />and final plat standards. <br />Request for information on if the Commission can make a recommendation with <br />conditions. <br />Yes, the Commission's recommendation can include conditions of approval. Such <br />conditions should be considered necessary to meet submittal requirements or criteria <br />for consideration of Preliminary and Final Subdivision Plats outlined in the Louisville <br />Municipal Code. <br />Request for information on how the Paradise Lane properties are going to be <br />ch-diratPr]? <br />City planning and open space staff have met with Boulder County open space staff to <br />discuss preference for how the property would be dedicated and managed. Both City <br />and County staff recommend that the Paradise Lane properties be included in the <br />dedications, as the property holds a high value for opens space and agricultural use and <br />would expand and connect other existing and proposed open spaces and agricultural <br />properties. While the specific mechanism of dedication, ownership and maintenance <br />agreements have not been decided, staff is pursuing having the land dedicated to the <br />County for ownership and then the City holding a conservation easement on the <br />9 <br />
