City Council <br />Meeting Minutes <br />August 16, 2022 <br />Page 7 of 9 <br />She noted there were comments about water tap fees and wanted to be sure people <br />know those fees are specific to the actual cost of providing water and building water <br />infrastructure; if someone is not increasing the number of fixtures in the home they will <br />not pay any water tap fee. <br />Councilmember Dickinson stated he would like consideration of a flat fee rebate of up to <br />$15,000 for every rebuild as that would cover the costs for most people and does not <br />benefit anyone rebuilding larger than what they had. This would also help limit the <br />impact on the general fund if it has to reimburse the other funds. <br />Councilmember Most stated she would like consideration of a cap on the program to <br />limit the budget impacts and also to be more equitable. She would like to set a defined <br />number so we know the budget impacts and can plan for that. We must focus on core <br />services and make sure we can provide those. <br />Mayor Stolzmann she wants to create an easy program that gives residents certainty. <br />She stated there are cuts that can be made to the budget to make it work. <br />Councilmember Brown stated he supports rebating 100% of the tax up to the size of the <br />original home. <br />Mayor Pro Tern Maloney stated he can't agree to anything until we fully understand the <br />impacts on the General Fund and the budget but this discussion is helpful in <br />understanding what is doable. <br />Councilmember Leh stated he would like a program that rebates as close to 100% of <br />the tax as possible to bring the greatest relief. <br />Mayor Stolzmann summarized the consensus that Council would like a program that <br />includes: a deadline to apply of December 31, 2024; it is for those who owned the <br />property at the time of the fire; the rebate should be proportional to the size of the <br />original house; and try to get as close to 100% credit as we can while understanding the <br />impacts on the General Fund. If possible it would be a credit at the time of building <br />permit rather than a grant.
