City <br />L of <br />COLORADO • SINCE 1878 <br />City Council <br />Economic Vitality Committee <br />Meeting Minutes <br />Friday, October 21, 2022 <br />Regular Meeting <br />Call to Order: Councilmember Fahey, acting as Chair, called the meeting to <br />order at 1:33 PM. <br />2. Roll Call: The following members of the City Council were present: <br />Councilmember Fahey (acting as Chair), Councilmember Dickinson and <br />Councilmember Most. Also present were Economic Vitality Specialist Austin <br />Brown, Planning and Building Safety Director Rob Zuccaro, and City Manager <br />Jeff Durbin. Four members of the public were present. <br />3. Approval of Agenda: Councilmember Most made a motion to approve the <br />agenda as presented. The motion was seconded by Councilmember Dickinson. <br />Motion passed. <br />4. Approval of Meeting Minutes: Councilmember Most made a motion to <br />approve the meeting minutes of September 16, 2022. The motion was <br />seconded by Councilmember Dickinson. Motion passed. <br />5. Public Comments on Items Not on the Agenda: Mark Oberholzer stated that <br />the agenda format made it difficult to determine what is actually being <br />discussed during today's meeting. He also commented that the Commercial <br />Energy Code has still not been discussed by the EVC. He continued by <br />mentioning comments made during the September 27 public hearing about tax <br />revenue generated by local businesses. Chair Fahey questioned whether the <br />EVC had previously discussed adding the Energy Code to a future agenda. <br />Specialist Brown responded that the idea has been discussed, but there has not <br />been any direction given to add this item to the agenda. Councilmember Most <br />agreed that the Energy Code is an item of concern for the entire City Council <br />and that Council has not asked the EVC to discuss this item. Councilmember <br />Dickinson agreed with Councilmember Most's statement and added that timing <br />has been an issue. He agreed with Mr. Oberholzer that topics like that this that <br />affect the business community would be a great item for the EVC to potentially <br />discuss in the future. <br />Mr. Oberholzer commented that the structure of the EVC allows for a more in- <br />depth conversation than a City Council meeting.
