Open Space Advisory Board <br />Minutes <br />October 12, 2022 <br />Page 3 of 8 <br />Laura said that Helen and she walked the Powerline Trail to try to see what sort of start <br />could be made on the wayfinding project with the $30k operational money budgeted for <br />2022. It involves a few signs and red striping on concrete (the Powerline Trail has a <br />concrete surface). David worried that the striping wouldn't look like maintenance, as it <br />doesn't replace old signs. He felt like the wayfinding initiative is also about trail <br />maintenance. Laura agreed and said that this represented a tradeoff between trying to <br />provide the wayfinding navigation function and the sign maintenance function, and that <br />some old signs will be removed with this plan. Hopefully future funding will allow a fuller <br />development of the Powerline Trail that includes more signs. <br />Other Board Updates: <br />Susan and Catherine Jepson met and discussed a strategy to reenergize the Weed <br />Whacker program. They want to activate the old volunteer crew. They want to develop <br />information signs they could display while weeding. They discussed using scout troops. <br />Catherine was worried about the amount of oversight that troops would need. Charles <br />thought that scouts have about two hours of productive work in them and would always <br />provide their own supervision. Susan said that Catherine thought it might be useful to <br />reach out to the City Manager to challenge the idea that Weed Whackers need a <br />background check. Several board members agreed that a background check seemed <br />unnecessary for a person weeding on Open Space. <br />David met with City Manager Jeff Durbin about improving board and council <br />communication. He reported that the conversation was good, but he didn't have <br />anything specific to report. <br />David reached out to Ellen, the chair of PPLAB to follow up about whether they had a <br />volunteer to join the Joint Dog Issues Team with Susan, as discussed at the Joint <br />meeting in October. They did not mention this at PPLAB's most recent meeting, but they <br />plan to ask for a volunteer at the November meeting. <br />David met with Nick about the dead trees at Bullhead Gulch. There are several trees <br />that were removed. David will also meet with the city arborist to address dead trees at <br />Cowboy Park. <br />7. Public Comments on Items Not on the Agenda <br />none <br />8. Discussion Item: Coal Creek Trail CIP Project Submitted by Public Works. <br />Presented by Cameron Fowlkes, Assistant City Engineer with Public Works <br />Cameron attended the meeting via Zoom. He shared the plan, which is to convert the <br />Coal Creek Trail to concrete between Dillon Rd and the underpass under Highway 36. <br />This had been proposed along with the original proposal for a new Dillon Rd underpass <br />connecting the Coal Creek Trail and the Powerline Trail. The voters rejected the <br />underpass proposal. Council requested this project, citing ADA reasons and connectivity <br />issues, adding that it would be more in line with the paved trail on the Superior side of <br />highway. <br />5 <br />
