SUMMARY: <br />The applicant, Ridgeline Development Corporation, has submitted a request for a <br />General Development Plan (GDP) Amendment, a final Planned Unit Development <br />(PUD) Amendment, and a final plat with easement vacations to develop a 4.57 acre <br />parcel in the North End Subdivision. The development would allow for 38 residential <br />dwelling units across 13 multi -family buildings and 40,562 square feet of commercial <br />area across four buildings. <br />BACKGROUND: <br />The property is located within the 73.8 acre North End development, which was <br />originally approved by City Council in December 2006 through a Subdivision Plat, <br />General Development Plan, and Planned Unit Development. The subject property was <br />part of Parcel 1 in the plat and "Planning Area 1" in the GDP. Planning Area 1 allowed <br />for 65,000 square feet of commercial space. <br />The GDP was amended in May 2010 and allocated 12 residential units to Planning Area <br />1. A second GDP Amendment in July 2011 revised the Planning Area 1 boundary and <br />allowed for 21 residential units and 65,000 square feet of commercial space. <br />In 2012, Parcel 1 was further subdivided in the North End Parcel 1, Outlot H and K <br />Replat (North End Phase II) which established Block 11. <br />In 2017, the City approved a third GDP Amendment, final plat, and final PUD for Block <br />11. The GDP Amendment authorized 38 residential units in Planning Area 1 and <br />decreased the commercial square footage to from 65,000 to 40,000. The third GDP <br />Amendment retained the existing allowance of 21 residential units, and authorized the <br />transfer of an additional 17 residential units that were undeveloped within other areas of <br />the GDP. The final plat for Block 11 established utility and drainage easements on the <br />property but did not create separate lots. The Planned Unit Development proposed a <br />mixed use neighborhood consistent with the densities proposed in the third GDP <br />amendment. The third GDP Amendment, the Block 11 PUD, and the North End Parcel <br />1 Outlot H and K subdivision plat are all included as attachments. <br />PROPOSAL: <br />GDP Amendment <br />The Applicant is requesting a fourth GDP Amendment to accommodate changes to <br />permitted housing types. The maximum number of residential dwelling units and <br />commercial square footage will not change. The only change to the PUD Dimensional <br />Bulk Standards Table on the GDP is a note allowing roof overhang encroachments into <br />setbacks and easements of 30". The remainder of the standards are unchanged from <br />the current GDP.
