Sustainability Advisory Board <br />Minutes <br />October 19, 2022 <br />Page 4 of 6 <br />added that the Regional Air Quality Commission goes into ozone and he can <br />connect Lev with Air Now. Jeff said the City is frustrated about air quality and soil <br />testing and it's difficult to use FEMA money to pay for things that aren't being <br />tested. Dan asked what is going to happen with fire recovery and funding. Jeff <br />said that we need a resolution with FEMA, insurance, scoping and cost. Our Q3 <br />sales tax revenue is coming out next week and online sales have helped with this <br />revenue. RJ mentioned that there are abilities to leverage community <br />engagement and CU recently received $11 million as a grant. <br />Jeff closed by saying that board members should stay engaged at Council <br />meetings. <br />Staff Updates — <br />Kayla said the City is entering into a contract with McKinstry for the internal <br />decarbonization plan. Jeff added that he supports the decision. Kayla said that <br />hybrid meetings will continue, but in person board meetings will continue if <br />technology fails. Board and commission applications are open, both Seth and <br />Josh's terms are up. Seth said he will not reapply for his seat on the board. <br />Kayla said there are 110 Marshall Fire rebuild permits and over 50% of the <br />permits include 2021 IECC codes. All of the incentives have really helped! <br />Lev asked why the bag tax compliance rate is 30%. Kayla said the Finance <br />department is currently working to update the bag tax business list. Remittance is <br />at $120k with 30% compliance and there will be a term limited (3-6 month) <br />position that will be added to increase compliance. She added that businesses <br />need to remit on a quarterly basis. Plastic bags will be banned in 2024 and it will <br />take time for the City to adjust to the changing laws. <br />Discussion Item: Sustainability Spotlight — <br />Kayla gave the group an overview of the Sustainability Spotlight and the agreed - <br />upon calendar. She mentioned that she'd like the spotlight to continue monthly. <br />The board agreed to write the spotlight every other month and Kayla will fill in the <br />remaining months with other sustainability-related topics, like stormwater <br />
