Planning Commission <br />Meeting Minutes <br />June 09, 2022 <br />Page 11 of 14 <br />space is designed for a high -density use such as a restaurant. That is why we believe <br />the space would be better suited for a cafe or office, since neither require much parking <br />and either can serve the residents' needs. <br />Hoefner asks what their take is on the public comments discussing the traffic issues. <br />Murphy says that they have seen those comments. Generally speaking, apartments do <br />not have a high traffic demand. As for parking, the requirements for Louisville are <br />generous compared to other cities. We meet all the on -site requirements. Hoefner asks <br />if they can walk him through the affordable units. <br />Murphy says we would work with city staff whether that is a deed restriction or <br />something else, that would entail that we meet the currently proposed affordable <br />housing code. The affordable units would be intermixed with the other types of units. <br />They would be equal and indistinguishable from the other regular units. <br />Hoefner says regarding the affording housing ordinance, how does providing eight units <br />in this project affect the overall project economics from a developer perspective. <br />Murphy says it could be significant. 12% is higher than what other counties are <br />requiring. That being said, Denver is increasing their requirements. As far as financial <br />impact, it takes a significant hit from what otherwise we could achieve from the market <br />rent standpoint. We do not get to set what the rent is though, since it is based on the <br />competitive market. <br />Public Comment: <br />Gregg Summers, 708 Brooklawn Dr, Boulder, CO 80303 <br />Summers says he represents the owner of 1190 Griffith St. Regarding the area where <br />the developer plans to put a three feet tall retaining wall, we are concerned about <br />drainage off the property. He mentions that he also thinks there will be parking issues <br />for the area. <br />Linda Cateora, 1439 Front St, Louisville, CO 80027 <br />Cateora mentions that the amenities area is very small. The applicant mentioned that <br />they did not want this space to become a dog waste area but she says the dog waste <br />area is now her lawn. <br />Jen Ladley, 4516 County Rd, Erie, CO 80516 <br />Ladley mentions she owns an auto body shop near the property and would like to <br />speak on the traffic concerns. She is worried about her back alley becoming the <br />development's back alley. This could lead to more theft or a car accident. She thinks <br />there will be traffic on this back alley, especially with the addition of a commercial use. <br />Rita Zamora, 1082 Griffith St, Louisville, CO 80027 <br />Zamora says there are already several vacant commercial buildings and she is <br />concerned about adding another commercial space that could possibly be another <br />coffee shop when Ziggi's will be close to the development. She is worried about the <br />grass area near the commercial building. There are homeless people that come in the <br />area and she believes it will be a prime area for homeless people to stay. She thinks <br />there should be a dog waste area to replace the other amenities such as the pickleball <br />court. There are many dogs in the area and that space would be better utilized as a dog <br />waste area. She closes with saying that there needs to be more houses, not apartments <br />for this area. <br />
