She does not want to recommend anything that is binding without <br />having the data. Are we recommending re-evaluating this ordinance once we have the <br />data? <br />Brauneis says the earliest we would have the housing study completed would be early <br />next year. He mentions that this is unique in that it involves code and is driven by City <br />Council. <br />Krantz speaks on the 2017 regional housing strategy. Looking at the chart showing <br />different percentages from staff's presentation, Louisville is the most similar to Boulder. <br />From 2005-2017, Louisville and Boulder had over a 70% increase in housing sales. <br />There is a greater value and market for a higher percentage of affordable housing. <br />Osterman says when she viewed that study, it mentions that when you want to <br />increase inclusionary housing in a community, you need to have a local level analysis <br />and feasibility study. <br />Zuccaro says if the commission is leaning towards not recommending approval <br />because you need additional information, could someone make a motion saying you are <br />conceptually supportive but you recommend that City Council not take action until this <br />additional information be brought forward and studied by the Planning Commission. <br />Your motion could be your recommendation to City Council. You would technically be <br />recommending a denial though. <br />Moline says what staff described is good language for him. <br />Zuccaro suggests making a motion articulating this. Staff will have to check with the <br />City Attorney if this motion will suffice for City Council. <br />Krantz says she would prefer asking City Council for more informational so that it does <br />not come back to Planning Commission. <br />Zuccaro gives the commissioners options of the type of motions they could make. <br />The commissioner agree that their motion should include a condition that asks City <br />Council not to make their decision until they have received and deliberated upon the <br />housing study and evaluated the appropriate incentives as laid out from the study. <br />Krantz asks how they differentiate the feasibility study from the housing study. <br />Zuccaro says staff would not be able to do that level of a feasibility study. By leaving it <br />open-ended and just saying a feasibility study, it could leave it open enough for the <br />most appropriate study. He recommends adopting the resolution with amendments. <br />Then the commission would direct the amendments to be the conditions. Staff would <br />then draft the resolution with the conditions. <br />Krantz moves and Moline seconds the motion to recommend approval of Resolution 8, <br />Series 2022 with a condition that City Council not take action until they have done <br />further analysis on the 30% and look into adding additional incentives as discussed in <br />this meeting.
