Planning Commission <br />Meeting Minutes <br />September 22, 2022 <br />Page 6 of 17 <br />of research and development uses that the applicant has described as envisioned for <br />the campus. <br />Research/office and corporate uses and facilities for the research, development, <br />manufacturing, fabrication, processing, or assembly of scientific or technical products, <br />or other products. <br />Any proposed use consistent with this language could be allowed if approved through <br />the PUD process. <br />Request for detailed information on the Sustainability Commitments <br />The applicant has provided a list of sustainability commitments that are proposed as an <br />exhibit to the Subdivision Improvement Agreement (see Attachment No. 17). The <br />commitments include installation of photovoltaic solar with all new development, <br />excluding the potential hospital development, building all office and retail buildings as <br />"all -electric," building all buildings to a LEED Certified standard, implementing a habitat <br />management plan, and using water wise landscaping. <br />Request for information on any new information related to improvements at the NW <br />Parkway/US 36 interchange. <br />The Traffic Analysis Memo and Traffic and Mobility Study provided with the August 11, <br />2022 packet note that the Northwest Parkway/US 36 Interchange will reach a Level of <br />Service (LOS) of F in 2040 based on background traffic alone, and with background <br />traffic and traffic from the proposed development, the interchange would have an LOS <br />of F sooner and need capacity expansion in the 2027-2028 timeframe. The interchange <br />is within the jurisdiction of CDOT and the City and County of Broomfield and staff is not <br />aware of any current or future plans for expansion of the interchange at this time. Staff <br />defers to the applicant for any additional information or detail on future plans for the <br />interchange. <br />Request for updates on right of way acquisition needs for the construction of off -site <br />road expansion requirements. <br />There are requirements to acquire right of way from Boulder Valley School District <br />(BVSD), NW Parkway, and North Metro Fire Rescue Authority in order to complete <br />required transportation improvements and road capacity expansions for Campus Drive, <br />NW Parkway, and 96th Street. The applicant has provided a resolution of support from <br />BVSD (Attachment No. 18) and a letter of support from North Metro Fire Rescue <br />(Attachment No. 19). NW Parkway has not provided a letter of support and has <br />submitted a letter stating that they are requesting additional information for their board <br />to consider (Attachment No. 20). Staff's recommended conditions of approval include a <br />requirement that all required rights of way be acquired prior to recordation of the final <br />subdivision plat. <br />Request for information or analysis of economic impact of the proposed development in <br />relation to traffic, housing, and vacant properties. <br />
