Planning Commission <br />Meeting Minutes <br />April 14, 2022 <br />Page 6 of 8 <br />Howe asks what a resident would need to do to make an EV charging station. Typically <br />for residential, they need a 15 or 20amp outlet. To make an electric vehicle capable, <br />you need a 40amp outlet. Do you know what the cost is for a resident to have an <br />electric vehicle capable space? <br />Zuccaro says the cost for a 40amp outlet is a minimal cost. He then discusses what a <br />house being constructed as completely electric would look like and the costs that may <br />entail. <br />Howe mentions that it seems like the cost would be minimal to upgrade the amp <br />voltage. He discusses the possibility of insurance covering this cost and the possibility <br />of insurance covering the cost once someone has opted out. He mentions that he is <br />concerned with the ramifications an owner may face with their insurance company for <br />opting out. <br />Zuccaro says there is not a separate opt out option just for EV charging. The owner <br />would be opting out of the entire 2021 IECC. <br />Diehl points out that City Council has already approved fire affected citizens to opt out <br />of the 2021 IECC. The purpose of this proposal is to have the zoning code be in <br />alignment with what City Council has already decided. <br />Howe asks if a homeowner is opted out of the 2021 IECC, they would be opting out of <br />the EV ready and capable. <br />Zuccaro says that is correct. <br />Howe asks why we are discussing this as a separate item. <br />Zuccaro says because the IECC lives in Title 15 of our municipal code whereas this <br />section lives under the city's zoning code. <br />Howe asks what would happen if Planning Commission did not pass this. There would <br />be a contradiction between opting out of the 2021 IECC but having to be EV ready and <br />capable. <br />Zuccaro says there is a bit of a contradiction. If this were not adopted, every re -build <br />would have to put in one EV ready and one EV capable. <br />Krantz gives an overview based on a City public document of estimation of costs for <br />going fully electric and being EV ready and capable. <br />Howe says the homeowner or their insurance would have to pay to be EV ready and <br />capable if we do not pass this but they have opted out of the 2021 IECC. <br />Zuccaro says yes, that cost would have to be paid for by the homeowner or their <br />insurance. <br />Osterman asks if a homeowner a decides to opt out, could there be a scenario <br />where insurance will not cover the cost because they have opted out and it is not a <br />requirement? <br />Zuccaro says that staff tried to get a definitive answer but staff couldn't get a definitive <br />answer at the state level from people who are in the insurance industry. <br />Public Comment: <br />None is heard. <br />Closing Statement by Staff <br />None is heard. <br />Discussion by Commissioners: <br />Howe says he is trying to get the best impact for the least amount of cost for everybody. <br />He is also trying to estimate what kind of insurance coverage people will have and how <br />
