<br />February 21, 1978 <br />Minutes - page 2 <br /> <br />BOULDER COMP PLAN <br />CONTINUED <br /> <br />He stated that the county has been looking <br />for ways to discourage development in the <br />county with wells and septic tanks, with- <br />in city services areas, until the time <br />when the land can be annexed. <br />Mr. Brouilette stated that one of the big <br />issues the County has to deal with is <br />What is non urban development, and how <br />does the county adjust the zoning. <br />Mr. Brouilette discussed the countys' <br />views on the rural zoning of 35 acres per <br />dwelling. <br /> <br />Mr. Wurl stated that he would like to <br />have Councils approval for the City staff <br />to attend the meeting of February 22, to <br />voice the City's objections, which were <br />noted in the February 21, 1978 memo to <br />Council and the August 18, 1976 memo. <br />Councilman DiCarlo moved that the City <br />staff and the City Long Range Planning <br />Commission representative attend the <br />February 22, meeting neither in support <br />of or against the Boulder County Compo <br />Plan, but to express the exceptions that <br />are reflected on page 3 of the February <br />21, 1978 memo. Seconded by Councilman <br />Kilker. <br />Councilman DiLorenzo stated that she would <br />note be able to attend the day session of <br />the meeting and Planner Drumm would be <br />in attendance at that time. <br />After comments the motion carried. <br /> <br />DUNN KRAHL - BOND ISSUE <br /> <br />Mr. Dunn Krahl, Boettcher & Co., presented <br />to Council the proposed schedule for the <br />Water Utility Bond Issue. This would be <br />for the Federal Grant/Loan pay back. <br />Councilman Caranci stated that he was con- <br />cerned about repayment because when growth <br />stops, there will be no more tap fees and <br />the repayment plans are including $230 <br />from each water tap fee. <br />Councilman DelPizzo stated that he does <br />not plan on paying more for his water so <br />the city can grow. <br />Councilman Meier pointed out that at the <br />last meeting when he made the motion to <br />install the meters, he noted that by doing <br />this, it will be locking the City into <br />growth as in the comp plan. <br />
