City Council <br />Meeting Minutes <br />October 18, 2022 <br />Page 2 of 6 <br />Melissa Kline, resident, asked the Council to consider allowing ADUs as a use by right <br />on single family lots. She stated this would be one way to create more affordable and <br />senior housing in town. She also asked Council to waive fees and guidelines to <br />encourage people to build ADUs. <br />APPROVAL OF THE CONSENT AGENDA <br />Mayor Stolzmann asked for changes to the consent agenda; hearing none she asked <br />for a motion. Motion: Mayor Pro Tern Maloney moved to approve the consent agenda, <br />seconded by Councilmember Brown. Vote: All in favor. <br />A. Approval of Bills <br />B. Approval of Minutes: August 16, 2022 <br />C. Approval of Family Court Awareness Month Proclamation <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON THE <br />AGENDA <br />Councilmember Brown thanked staff and the Revitalization Commission for building the <br />new Front Street sidewalks. <br />CITY MANAGER'S REPORT <br />City Manager Durbin noted that updates from both the Revitalization Commission and <br />Economic Vitality Committee (EVC) are in the packet. <br />REGULAR BUSINESS <br />DISCUSSION/DIRECTION — CITY MANAGER'S PROPOSED 2023-2024 <br />OPERATING & CAPITAL BUDGET, 2023-2028 CAPITAL IMPROVEMENTS PLAN, <br />AND 2023-2028 LONG-TERM FINANCIAL PLAN — PUBLIC HEARING (advertised <br />Daily Camera 10/9/22) <br />Mayor Stolzmann introduced the item and opened the public hearing. <br />City Manager Jeff Durbin stated this budget is conservative this year due to the Marshall <br />Fire. There are still a number of capital projects and repairs from the fire to complete. <br />There are not a lot of new projects in the budget so that there can be a focus on <br />maintaining core services and preserving a strong fiscal position. <br />Deputy City Manager Davis reviewed the changes since the last presentation noting the <br />addition of $20K in funding for the Cultural Council per City Council direction. $50K was <br />also added for drone flights for aerial imagery. <br />
