SUBJECT: STRATEGIC PLAN ITEM #5-3 <br />DATE: NOVEMBER 18, 2022 PAGE 2 OF 2 <br />Staff proposes the following five bag tax funded waste reduction programs: <br />1. Bulk Supply of Reusable Bags <br />2. One Year Subscription to Hard -to -Recycle Pick Up Services <br />3. Commercial Recycling Incentives <br />4. Reusable Takeout Restaurant Pilot <br />5. Zero Waste Grants <br />Additional information on each of these programs is included in Attachment #1. <br />Based on the pre -ballot Council communications budget proposal, $15,000 may be <br />allocated annually towards low-income programs. Staff suggests that hard -to -recycle <br />events at affordable housing and/or manufactured home communities in Louisville, in <br />collaboration with Eco-Cycle's Center for Hard to Recycle Materials (CHaRM) would <br />provide many benefits. Each of these events would cost approximately $3,500 - $5,700. <br />Staff suggests organizing two events, one at the Louisville manufactured home <br />community (Parco Dello Zingaro) and one at the Boulder County Housing Authority <br />Kestrel community. <br />The $5,000 allocated to marketing and outreach would be used to educate the Louisville <br />business community about the waste reduction programs available. <br />RECOMMENDATION: <br />Staff requests feedback on the proposed waste reduction programs. <br />ATTACHMENTS: <br />• Attachment #1: Bag Tax Funded Waste Reduction Programs Proposal <br />• Attachment #2: February 17, 2023 Presentation Materials <br />Agenda Packet P. 34 <br />
