SUBJECT: STRATEGIC PLAN ITEM #5-3
DATE: NOVEMBER 18, 2022 PAGE 2 OF 2
Staff proposes the following five bag tax funded waste reduction programs:
1. Bulk Supply of Reusable Bags
2. One Year Subscription to Hard -to -Recycle Pick Up Services
3. Commercial Recycling Incentives
4. Reusable Takeout Restaurant Pilot
5. Zero Waste Grants
Additional information on each of these programs is included in Attachment #1.
Based on the pre -ballot Council communications budget proposal, $15,000 may be
allocated annually towards low-income programs. Staff suggests that hard -to -recycle
events at affordable housing and/or manufactured home communities in Louisville, in
collaboration with Eco-Cycle's Center for Hard to Recycle Materials (CHaRM) would
provide many benefits. Each of these events would cost approximately $3,500 - $5,700.
Staff suggests organizing two events, one at the Louisville manufactured home
community (Parco Dello Zingaro) and one at the Boulder County Housing Authority
Kestrel community.
The $5,000 allocated to marketing and outreach would be used to educate the Louisville
business community about the waste reduction programs available.
RECOMMENDATION:
Staff requests feedback on the proposed waste reduction programs.
ATTACHMENTS:
• Attachment #1: Bag Tax Funded Waste Reduction Programs Proposal
• Attachment #2: February 17, 2023 Presentation Materials
Agenda Packet P. 34
