The proposal will be on the <br />agenda for approval at a Council meeting on February 7tn <br />David asked for an update on the proposed Marshall Fire pet memorial at Davidson <br />Mesa Dog Off -leash Area. Adam answered that he met with the organizers and they <br />agreed to move their planned memorial to a Parks location, rather than putting it on an <br />Open Space location where it could be in violation of Open Space preserve and protect <br />land classification requirements. This plan is still a proposal, not yet a formal project. <br />PPLAB and the Arts Council will both be given a chance to weigh in on this proposal. <br />David added that he met with Council member Caleb Dickenson, who is working with <br />Louisville Rising, who suggested they may be open to diverse locations for the <br />memorial. <br />Susan asked if the Open Space Master Plan proposal got approved for funding in 2023. <br />Adam answered that it will be a part of the whole system's Parks, Recreation, and Open <br />Space Master Plan to come after the City's Comprehensive Plan, probably in 2024. <br />Helen asked about the current status of wayfinding funding. Adam answered that the <br />city will allocate $300k of the Conservation Trust Fund towards Wayfinding in the 6-year <br />capital budget. Helen asked for a more specific start date for this funding. Adam thought <br />there would be $100k per year in 2024, 2026 and 2027, and still some more money for <br />Park signs. <br />7. Board Updates <br />Wayfinding Tiger Team: <br />Helen reported that the team has been working with the design consultant who is <br />updating the system map. Helen and Laura will work to create a proposal for signs and <br />wayfinding features on the Goodhue Ditch Trail. <br />Dogs Tiger Team: <br />Susan reported that she met with Patricia, her counterpart from PPLAB, and they are <br />working together to recommend potential locations for new dog -park sites in the city. <br />They were working from a list of potential sites compiled by staff from suggestions that <br />had been proposed to them by diverse parties over the years. The Dogs Tiger Team <br />visited all the potential sites last week and Susan met with Planning to learn about the <br />current zoning on each of the potential sites. Susan will bring a list of ranked properties <br />to OSAB and then to staff. The board was impressed by their progress. Adam <br />commented that this work showed good timing to create a potential parcel to get into the <br />Master Planning work. <br />Sales Tax Process Subcommittee: <br />Helen and Jessamine comprise this committee. Helen shared an excerpt from a 2014 <br />OSAB meeting packet, where Malcolm Fleming had presented the sales tax's history to <br />the board (see pages 12-20 of the link below and the end of these minutes). She <br />highlighted to the board that this packet documented a proposal at the time to hold <br />reserves from the Open Space Tax for potential acquisitions. The discussion also talked <br />about keeping a full accounting of how the spending is allocated between Open Space <br />and Parks budgets.
