Parks & Public Landscaping Advisory Board <br />Minutes <br />DATE <br />Page 6 of 7 <br />John contacted the Butterfly Pavilion in Westminster, re: Partnership <br />arrangements for education and garden design. John mentioned other potential <br />partners: Rockies Audubon Habitat Hero, High Plains Environmental Center, <br />Colo. Native Plant Soc., CSU Landscape Architecture Dept., Boulder Co. <br />Parks/O.S., and Denver Botanic Gardens. PPLAB and City Staff suggested <br />additional partners such as National Western Stock Show, USDA Master <br />Gardiner Programs, Paul at Paul's Coffee, 7th Generation Farms, collaboration <br />with Garden in a Box, and possible application to City for partial funding of grants <br />for native plantings to city residents through the bag tax revenues. Shannon <br />suggested contacting Marshall Fire Residents Group. <br />John said that he signed up for the Landscaping with Colorado Native Plants <br />Conference (Feb 25), Hosted by the High Plains Environmental Center, <br />Loveland, CO. Registration fee is $40 if anyone is interested. <br />Open Space Tax Taskforce <br />City Council seeking volunteers from Advisory Boards to work on design and <br />wording for upcoming Open Space Tax ballot initiative, due this June for <br />inclusion on Nov. 2023 ballot. Volunteers will be involved in daytime, bi-weekly <br />meetings, beginning in late Feb., followed by formal public meetings accessible <br />on Zoom, but preferring in person participation. <br />Advisory boards volunteers will be discussing offering Open Space and Park <br />Sales tax initiative, to replace current version that is scheduled to sunset at the <br />end of 2023. New offering should be tied to sustainability. <br />Cynthia noted that she sat in on an early meeting of the task force. We need to <br />get language on the ballot, not take the passage of a replacement initiative for <br />granted. We should make sure to poll community and need to have language <br />finalized for ballot by June! Adam and Abby brought this in front of PPLAB and <br />OSAB for comments. Should we expand amount of sales tax, increase/decrease <br />number of things available to spend revenue, or extend the period for the next 10 <br />years, or propose an open-ended option?? <br />Resolution may be on agenda for Feb 21st Council meeting. Mayor Maloney said <br />timing is a bit uncertain, we need to map out plan of effort to accomplish Task <br />Force recommendations, looking for two volunteers from PPLAB, two form <br />OSAB, and one from SAB. Ellen and Laurie volunteered for the Task Force <br />committee. <br />Discussion Items for Next Meeting <br />• Agendas and meeting notes due 3:00 p.m., Tuesday the week before <br />PPLAB meeting. <br />• Bee City USA Committee meeting, set up 6:00 p.m., before PPLAB <br />meeting? John will arrange with Library. <br />• Recreation Advisory Board (RAB)/PPLAB Joint Committee Report, RAB <br />suggests Pickle Ball survey for use in Pickle Ball planning, have things <br />changed in past 2-3 years? Maybe a map of potential spots? <br />
