Revitalization Commission <br />Agenda <br />January 9, 2023 <br />Page 2of2 <br />Commissioner Smith asked to add a new project to bury powerlines to help activate alleyways <br />as part of the alleyway activation project. <br />2023 PRIORITIZATION <br />The LRC discussed the list of projects and voted on priorities. It was noted that some projects <br />will take time to develop processes to move them forward. <br />The LRC asked for a presentation on the current Historic Preservation program(s) to understand <br />what might be done to support those buildings in addition to current program support. <br />The LRC also requested that the Downtown Business Association (DBA) attend an LRC <br />meeting to discuss synergies and determine possible projects. <br />Director Zuccaro will bring more information to LRC about the HWY 42 corridor project as the <br />plan recently adopted by council and the next phase of construction documents will likely start <br />next year. <br />Staff will schedule a meeting between LRC, Public Works and Engineering to coordinate the <br />Streetscape Plan for downtown. For projects resulting in pedestrian impacts, informing <br />businesses to mitigate negative effects on businesses and customers will need to be well - <br />coordinated and broadly communicated. It was noted that related projects include updating <br />signage, the Bike Network, alleyway activation, and connectivity improvements. Funding a study <br />and coordinated public infrastructure in the city would need Council to agree to do the project. <br />Staff will try to advance the study to help enable projects in 2024. <br />It was noted that LRC should consider potential incentives related to the updated energy code <br />such as grant programs for installation of high efficiency heat pump furnaces and window/door <br />upgrades to improve building energy efficiency. The window/door upgrade incentives could be <br />an addition to the current Fagade Improvement Program. <br />The LRC would like to discuss options for small business retention with the City Attorney with <br />the possibility of rolling a program out in 2024. <br />It was noted that there will be a City-wide market study as part of updating the 10-year comp <br />plan. <br />Staff will reconfigure the work plan to identify priorities and present to LRC at the February <br />meeting, using the Council work plan as a template. <br />Meeting adjourned at 5:58pm. <br />Agenda Packet P. 4 <br />
