Open Space and Parks Sales Tax Task Force <br />Meeting Minutes <br />Marsh 13, 2023 <br />Page 3 of 3 <br />Members would like a 7-year trend of operations and capital expenses in each <br />year and requested more detail around the Capital Project Fund contributions to <br />open space and parks projects, and in what years. <br />The task force reviewed the ballot language from 2012. <br />Moshak asked how the use tax is factored in; what exactly is the use tax; and are <br />those included in the revenues that were shared, and if so, what proportion. <br />Director Bailey stated the use tax as taxes are collected on major purchases that <br />are made outside the city but are used within the city. For example, a piece of <br />large medical equipment in a doctor's office or a vehicle. He indicated that yes, <br />use tax is included in the data and make up about 30% of the total revenue <br />generated. <br />Public Comment <br />John Leary, Louisville, provided public comment. <br />Members discussed next steps including discussion on what the tax is used for, <br />how much money is needed, and how long would should the request be for. <br />Members noted the need for a campaign and clear communication about the tax <br />and how it is used. The information currently available does not always reflect <br />accurate information or descriptions of the ballot language in place. In some <br />cases, the tax is called "Open Space tax" and in other areas it's called "Open <br />Space and Parks tax". <br />Staff will circulate the Fair Campaign Practices Act for clarity around city staff's <br />role in any campaign activities. In the meantime, staff will review all city materials <br />and webpages to make sure the information is currently reflected accurately. <br />Members will meet again on March 20, April 3, and April 17. <br />Meeting adjourned at 7.45 pm. <br />5 <br />
