WHEREAS, while Senate Bill 23-213 would likely create additional housing, such <br />housing would not necessarily be affordable, and the cost of this additional housing to local <br />control would be immense and unnecessary; and <br />WHEREAS, Senate Bill 23-213 silences the voices of our residents by taking away <br />the right to be heard at public hearings on zoning matters or to use their constitutional <br />rights of initiative or referendum to address zoning and land use matters; and <br />WHEREAS, the City Council fully supports collaborative efforts to provide <br />affordable housing with regional and state partners in a manner that allows each <br />municipality to tailor its programs to local needs, and in fact has such relationships already <br />in place that allow the City to leverage its resources to provide more affordable housing <br />than it could while acting alone; and <br />WHEREAS, the City Council recognizes the technical expertise that could be <br />offered by the Department of Local Affairs ("DOLA") to local jurisdictions, and financial <br />and technical support from the State of Colorado would be welcomed, but believes those <br />who live and work in a community are the best positioned to make the decisions on how <br />to provide appropriate affordable housing within their community. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF LOUISVILLE, COLORADO: <br />Section 1. The City Council finds that municipalities are best suited to determine <br />appropriate zoning laws for their communities and that collaboration and cooperation - <br />not top -down statewide mandates - are the solution to Colorado's affordable housing <br />problem. <br />Section 2.
