Economic Vitality Committee <br />Meeting Minutes <br />March 10, 2023 <br />Page 2of3 <br />Specialist Brown concluded his updates by announcing that The Empire <br />Lounge (816 Main Street) and Gastronauts (1150 Pine Street) both closed in <br />February. <br />7. Discussion- Gas Station Cap Ordinance: Chair Leh began the discussion <br />with some background of the proposed ordinance. During the first reading of the <br />ordinance at City Council, Chair Leh requested the opportunity to collect <br />feedback from the business community. This request led to a delay of the <br />second reading, and both today's discussion with the EVC and next week's <br />discussion with the Sustainability Advisory Board. <br />Specialist Brown gave an overview of the proposed ordinance that would limit <br />the number of gas stations allowed in Louisville to six. The proposed ordinance <br />would also require 1,000 feet spacing between facilities, and would require the <br />installation of electric vehicle (EV) fast charging stations for any new facilities. <br />Chair Leh commented that the EVC is not attempting to reach a conclusion or <br />make a recommendation on the proposed ordinance today. Rather, the purpose <br />of today's discussion is to gather comments from the business community. He <br />then gave some additional background on the process leading to the proposed <br />ordinance and opened the floor for questions and public comment. <br />Individuals in attendance gave comments on the proposed gas station cap <br />ordinance. The EVC listened to the public comment and responded as <br />necessary. Chair Leh thanked everyone for their participation and their <br />feedback. He also encouraged all those in attendance to also attend the <br />Louisville Sustainability Advisory Board meeting, as well as the second reading <br />of the proposed ordinance. <br />8. Discussion/Direction- Economic Vitality Committee Purpose Statement: <br />In the interest of time, Chair Leh requested that Agenda Item #8 be pushed <br />back to the April meeting. City Manager Jeff Durbin added that the new <br />Economic Vitality Manager will be present for this discussion in April. <br />9. Recent Articles: No comments. <br />10. Next Meeting: The next regular meeting will be April 21, 2023 @ 1:30 PM. It's <br />anticipated that the meeting will include the EVC Purpose Statement, the EVC <br />Work Plan, and an update on the Business Forum. Councilmember Most <br />confirmed that she would still like to have a discussion on the Business <br />Assistance Program. Councilmember Most stated that she will meet with the <br />new Economic Vitality Manager to discuss this item and potentially have it on a <br />future agenda. <br />Agenda Packet P. 4 <br />
