Open Space Advisory Board
Minutes
May 10, 2023
Ember asked if their master plan was based on more site -specific planning or on higher -
level policy topics. Leslie said that they are hoping to expand out to the larger picture.
David asked about the plans for trails and social trails on the Coyote Ridge property. Leslie
said that one of the goals of the master plan is to evaluate the current trail network up
there. Are there social trails that need to be eliminated or re-routed? Do they have
enough trailheads and are they in the right places?
18. Discussion Item: Regional Trails, presented by David Blankinship, Louisville OSAB Chair
& Ryan Welch, Superior OSAC Member
Ryan began by showing a new bridge alignment for the Coal Creek Trail just off McCaslin.
OSAC has wanted a better alignment and connectivity for this section of the Coal Creek
trail. Leslie added that this alignment won't lead people into the neighborhood. David
asked if the trail would be impacted by the riparian corridor. Leslie said that the riparian
planning was done with the ditch company, the Mile -High Flood District. Jessamine asked
about the proposal's timeline, Leslie said it should start in the fall, possibly opening in
2024. David asked if the surface would be gravel or concrete. Leslie replied that it would
be a 10-foot concrete trail. David said most of the Coal Creek Regional Trail is gravel and
it would be nice to keep the regional trail's surface consistent. Leslie replied that she felt
like it was an accessibility issue and possibly a flooding issue to make it concrete. David
asked if there was any stream modification planned. Leslie said after losing a lot of trees
in the fire, the City is doing some bank stabilization, but it isn't directly part of this project.
Leslie then showed a grant proposal for a 10-ft concrete trail parallel to McCaslin from
Coalton Rd. to Rock Creek Parkway. It would not preclude the bike lane on McCaslin.
Laura asked if e-bikes were allowed on trails in Superior. Leslie said they were "not
unallowed." Ryan pointed out that there are some very fast e-bikes on the trail network,
and a conflict might be coming up in the future. Michiko suggested that gravel trails
should be for slower e-bikes only, and constrain the faster "class 3" e-bikes to concrete
trails. David thought trail width might be a better determiner of speed limits than
surfaces. Leslie pointed out that the proposed trail along McCaslin was also a nice 10-ft.
fire break.
Ryan said that the Superior OSAC and city government has been listing the Overlook
Underpass Trail as their number one trail request recommendation to Boulder County.
Another trail suggestion that they like is from the Coalton Trailhead, going west, on a
section of trail informally called "The Dirty Bismark." Superior suggested a straight -shot,
but the County likes an alignment along the creek. Jeff Moline from Boulder County, who
was attending the meeting as a spectator, volunteered the information that the County
is planning a re -surfacing of the current Coalton Trail alignment in November, most likely
12
