SUBJECT: ECONOMIC VITALITY COMMITTEE WORK PLAN <br />DATE: MAY 12, 2023 PAGE 3 OF 3 <br />o Discuss Xcel community decarbonization plan and policy/program <br />opportunities <br />• Comprehensive Plan Update 10-Year Update: <br />o Market/Leakage Study in advance of Comp Plan Update <br />• Update Development Impact Fees: <br />o Conduct 5-year update to fees, required by ordinance <br />• Complete Affordable Housing Study and Strategic Plan, and consider desired <br />strategies for implementation/adoption: <br />o Approve inclusionary housing IGA for administration of program (prior to <br />study completion) <br />o Consideration of ADUs for Marshall Fire rebuilds (prior to study <br />completion) <br />• Gas Station Moratorium: <br />o Consideration of any ordinance amendment that would place limitations <br />on new gas stations <br />• Consider use of current or future public land dedications for pickleball courts and <br />soccer and multi -purpose fields <br />• Revise sustainability plan to focus on high -impact projects and KPIs to reduce <br />GHG and to proper water usage, conservation, etc. <br />• Review of planning and building code for consistency with sustainability <br />(environmental, economic, and social sustainability) goals/guidance <br />Economic Vitality Manager April Kroner was not involved in the drafting of the attached <br />Work Plan. She is currently reviewing the existing Economic Vitality Strategic Plan and <br />the proposed Work Plan, and anticipates that she will be able to provide additional <br />feedback during the May meeting. <br />Using the existing Economic Vitality Strategic Plan and Council's 2023 Work Plan, staff <br />hopes that the EVC can identify priorities that it wishes to include in its Work Plan. <br />Based on feedback received during the April EVC meeting, staff hopes to identify a <br />more streamlined version of initiatives that are currently in progress or can be <br />completed in 2023. <br />RECOMMENDATION: <br />Staff recommends that the EVC consider the originally -proposed Work Plan, staff's list of <br />what projects are already being done, and it's own priorities for 2023 to create a new <br />Work Plan. <br />ATTACHMENTS: <br />• Attachment #1: Draft EVC Work Plan <br />• Attachment #2: Economic Vitality Strategic Plan <br />• Attachment #3: 2023 City Council Work Plan <br />Agenda Packet P. 12 <br />
