Sustainability Advisory Board <br />Minutes <br />April 19, 2023 <br />Page 6 of 8 <br />limitations, the release of Louisville's Clean Energy Portfolio is being postponed <br />until 2024. <br />Public Comment <br />Laura (remote access): Where are the builds happening for the solar farms for <br />US Solar? <br />RJ: With my company, I have installed all the EV chargers within Louisville. I <br />was on the Partners in Energy task Force and involved in the electric <br />municipalization effort in the city of Boulder. There continue to be unknowns <br />regarding the limitations of Xcel's distribution grid and unknown blockages to <br />understanding Xcel's plans to overcome these limitations. <br />LSAB Discussion <br />Kayla explained that there are 14 locations (around the state) where US Solar is <br />developing solar farms. Tiffany asked how we can work with Xcel to help <br />residents resolve their issues regarding solar installations. Kayla responded that <br />a group of regional staff are working with Xcel and solar companies to develop <br />an agreed upon process for solar projects and installation. Megan added that <br />there is a bill in the state legislature that would limit homeowners costs to <br />upgrade needed electrical infrastructure. <br />John noted that a recent article in the Daily Camera [Feb 13, 2023] said that the <br />PUC "...is looking at ways to speed up the process that likely will include <br />penalties [on Xcel]." <br />Discussion Item — Dark Sky Lighting Ordinance <br />Josh Cooperman provided the board with an overview of the dark sky lighting <br />project background and current ordinance. His presentation is summarized by <br />the package of six slides presented at the meeting. The purpose of the <br />presentation was to lead to a decision about whether the board would like to <br />submit a memo to Council supporting this ordinance. <br />
