City Council/LRC Planning Commission Special Meeting Minutes January 12, 2009 Page 5 of 7 PUBLIC COMMENT Don Atwood, 298 W. Taft Court, Louisville, CO questioned the phrase “a sense of place”. Mr. Gaughan explained the phrase is a design term for a type of development within the guidelines, including street grid, civic places, residential and varying levels of density. COUNCILOR/COMMISSIONER COMMENTS Commissioner Hernandez felt the term “a sense of place” is overused and noted the goal is to get people to spend their money along Highway 42, have civic activities, and supply office spaces. Commissioner Menaker agreed with Councilor Muckle in recognizing the value of a pedestrian connection. It provides more customers for the downtown area and brings in new residents. Mayor Sisk stated there was a Highway 42 Revitalization Plan in place before there was transit discussion. Mr. Gaughan noted there are three points for additional consideration: The desire to invest in downtown using TIF proceeds; infrastructure is needed for Highway 42; businesses in the Highway 42 are not in competition with the downtown businesses other than eating and drinking establishments. Other considerations include increase or limit the density in the downtown area; what infrastructure is required downtown to attract developers and how can downtown assist the Highway 42 redevelopment. Mayor Sisk stated the Highway 42 area must attract people into Louisville. The gateway to the redevelopment area must incorporate beautification and be more than a welcoming sign. Planning Director Wood stated the market study provides new light in the TIF funding, and gives a nod for apartment buildings and retail. He felt the City will be more prepared. City Manager Fleming asked if the City’s vision is attainable. Mr. Gaughan stated the City’s vision is attainable if automotive traffic will drive the development. Commissioner Menaker stated the City may have to consider vertical townhouses with retail, smaller lots, and single family residential lots.
