òÕÜÌÝÌÅüÏÝÌÚÏØêÌÉËÊÙÙË <br />ðÔÏÈÉØÊ <br />ðÜÄ <br /> <br /> <br /> <br />íÜÖØÎ× <br /> <br />To clarify one central issue, the Board unanimously agreed that the ultimate authority <br />to hire or terminate a Library Director belongs to the City Manager. <br />B.By-laws Revision — with respect to addition of board member from Town of <br />Superior; other changes as may be necessary <br />Section 3 was revised to reflect the IGA and was unanimously approved as amended. <br />Malcolm will follow-up with Meredyth Muth with respect to how partial- and full-term <br />openings may be filled, as well as consideration for staggering terms. <br />C.Meeting with City Council for Study Session on June 9, 2009 <br />After discussion, the Board unanimously agreed that Eileen and Alicia would prepare a <br />brief outline of the Board’s accomplishments over the past year and goals for the <br />coming year. Alicia and Nisa will prepare a general agenda for a brief special meeting <br />immediately preceding the study session. <br />VIII.Ongoing Business <br />A.Policy Review <br />1)Code of Conduct <br />Karen provided some background information, noting that staff has raised some <br />concerns that the policy does not specifically state who has the authority to ban a <br />patron for violating this policy. Also, some staff members believe that the policy <br />should include detailed language citing specifics, such as the number and type of <br />violations and the corresponding penalties. Aimee also provided information as to <br />how some other libraries handle conduct issues. <br />After review and discussion, the Board unanimously agreed that the policy was <br />sufficient as currently written and that citing administrative procedures in a <br />policy was not appropriate and could cause additional problems for staff. Further, <br />the Board reaffirmed that it is the Library Director who has the responsibility and <br />authority to enforce all policies. <br />2)Meeting Room <br />The Board unanimously agreed to continue this discussion to the next meeting. <br />3)Proctoring <br />The Library’s long-standing policy has been to proctor exams for residents of <br />Louisville who have Library accounts in good standing, based on availability of <br />staff and with advance notice. Although the IGA does not specifically grant new <br />privileges to Superior residents, the Board believes that the spirit of the IGA <br />should extend this service to Superior residents. <br />Karen noted that most libraries in the area have discontinued this service due to <br />lack of staff and/or testing space.
