PARKS & REC. CONTID

Councilman McDonald also questioned the
Parks figure $145,877.
Mr. Helart stated the actual amount to
be derived from the General Fund would be
$24,877, which was strictly operating
expenses.
Explaining further that if the expansion
fees did not amount to $48,500 in 1977,
the $24,877 would not increase, it was a
fixed figure. If the service expansion
fees do not come in as expected the
capital projects would not get done.

Mr. Conarroe asked where the $24,877
comes from.

Mr. Helart stated from the General Fund
at the present.

Councilman McDonald asked to clarify;
Parks & Rec. is collecting $48,500 anti-
cipated expansion fees for 1977, and the
City's share is also $48,500. In effect
you are receiving $48,500 plus $319.00
Mr. Helart stated that is correct, under
the 1977 proposed budget. Under the
proposed alternative the City is managing
to retain approximately $25,000 of this
amount.

Councilman Caranci stated that he thought
only I! mill was allowed for Recreation
Mr. Helart replied that he and Mr. Wurl
were under the impression that the allow-
able levy was 3 to 4.
Attorney Joss was then asked to check the
correct levy.
Councilman Domenico asked if there was
a problem buying equipment.
Mr. Helart stated at the present time they
were able to live within the budget and
provide necessary equipment in the re-
creation area, and explained the various
budget cuts in other areas.
A study of the fees was made of the sur-
rounding areas and an increase was based
on anticipated use rate.
One of the programs that does not pay its
own is the Sr. Citizens Program. There
is a possibility of a Gran-in-Air program
and the Board will pursue this issue.

-3-
