<br />PARKS & REC. CONT'D <br /> <br />Councilman Caranci recommended that Council <br />table any action until after the Public <br />Hearing. <br />Mr. Helart stated that he has received a- <br />lot of comments on the proposed ordinance <br />and requested a straw vote of confidence. <br /> <br />Councilman Caranci stated that the matter <br />should be tabled until the night of the <br />scheduled hearing. <br /> <br />Councilman DelPizzo stated that he was in <br />favor of leaving the Ordinance #416 as <br />is. He felt it was working well and the <br />money should not be taken out and put in <br />the general fund. <br /> <br />Mr. Conarroe asked if there was an area <br />that was set aside as a function of <br />Ordinance #416. <br />It was noted that the CBD area was the <br />only area set aside. <br /> <br />Mr. Conarroe stated that he was not in <br />favor of a mill increase. <br /> <br />Councilman McDonald asked Mr. Wurl for <br />his opinion of the proposal. <br />Mr. Wurl stated that when the porposed <br />Ordinance #416 be amended, there wer a <br />few concerns e.g. priorities - that the <br />priorities were already established for <br />you by the earmarking of funds; secondly <br />we were short that amount of revenue by <br />virtue of the additional parks and <br />expanded recreational program, their budget <br />has consistently required more of the gen- <br />eral fund. <br />He agreed that Mr. Helart's proposal was <br />a good compromise. The Planning Commission <br />recommended in conjunction with the CIP <br />program that half the <br />money come back to the City. Obviously <br />there is no way this can happen in 1977. <br />It was Mr. Wurls opinion that Mr. Helart <br />had presented a good program. Staff's <br />recommendation would be to accept the <br />proposal. <br /> <br />Councilman DiCarlo asked if the proposed <br />Ordinance was defeated, would the Parks <br />Alternative Proposal go into effect. <br /> <br />Mr. Helart stated that there is nothing in <br />writing and something would have to be <br />done officially accepting the plan <br /> <br />-4- <br />
