PARKS & REC. CONT'D Councilman Caranci recommended that Council table any action until after the Public Hearing. Mr. Helart stated that he has received a- lot of comments on the proposed ordinance and requested a straw vote of confidence. Councilman Caranci stated that the matter should be tabled until the night of the scheduled hearing. Councilman DelPizzo stated that he was in favor of leaving the Ordinance #416 as is. He felt it was working well and the money should not be taken out and put in the general fund. Mr. Conarroe asked if there was an area that was set aside as a function of Ordinance #416. It was noted that the CBD area was the only area set aside. Mr. Conarroe stated that he was not in favor of a mill increase. Councilman McDonald asked Mr. Wurl for his opinion of the proposal. Mr. Wurl stated that when the porposed Ordinance #416 be amended, there wer a few concerns e.g. priorities - that the priorities were already established for you by the earmarking of funds; secondly we were short that amount of revenue by virtue of the additional parks and expanded recreational program, their budget has consistently required more of the gen- eral fund. He agreed that Mr. Helart's proposal was a good compromise. The Planning Commission recommended in conjunction with the CIP program that half the money come back to the City. Obviously there is no way this can happen in 1977. It was Mr. Wurls opinion that Mr. Helart had presented a good program. Staff's recommendation would be to accept the proposal. Councilman DiCarlo asked if the proposed Ordinance was defeated, would the Parks Alternative Proposal go into effect. Mr. Helart stated that there is nothing in writing and something would have to be done officially accepting the plan -4-
