COUNCIL COMMUNICATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: AUGUST 11, 2009 <br />SUBJECT: UPDATE /DISCUSSION PLANNING COMMISSION <br />ORIGINATING DEPARTMENT: PLANNING DEPARTMENT <br />SUMMARY: <br />The proposed 2009 -2010 work plan was adopted by the Planning Commission at their regular <br />meeting on July 9, 2009. <br />1. Downtown Parking Study <br />The Downtown parking guidelines and ordinances were originally adopted prior to the <br />completion of the Highway 42 by -pass and were based on traffic and vehicular circulation <br />studies at the time which did not consider the actual change in traffic and parking patterns <br />resulting from subsequent Downtown development. <br />It was agreed at the time that the current parking requirements would be periodically reviewed <br />and potentially revised as Downtown build -out occurred and the City could get a better sense of <br />the true traffic and parking impacts. Based on the current parking and density limits, the <br />downtown business district is approaching build -out. The parking and traffic impacts should be <br />reviewed in order to determine whether the current limits are appropriate or should be revised. <br />This study is being completed to address two questions: <br />A. Is the current parking requirement ratio for downtown (1:400) appropriate? <br />B. If additional parking is required to meet future needs, where would it make most sense <br />to locate it? <br />Currently under review by Business Retention and Development (BRaD) <br />Evaluate revision to maximum for commercial /office Floor Area Ratio (FAR). <br />Evaluate revision to existing parking ratio of 1 parking space per 400 square feet of <br />commercial /office area. <br />2. Green Building Program <br />Provide input to City Council for the emerging Louisville Green Point Building Program in <br />consideration to community design and development as well as development cost impacts and <br />consistency to the Revised Louisville Comprehensive Plan.
