COUNCIL COMMUNICATION
TO: MAYOR AND CITY COUNCIL
FROM: MALCOLM FLEMING, CITY MANAGER
DATE: AUGUST 11, 2009
SUBJECT: UPDATE /DISCUSSION PLANNING COMMISSION
ORIGINATING DEPARTMENT: PLANNING DEPARTMENT
SUMMARY:
The proposed 2009 -2010 work plan was adopted by the Planning Commission at their regular
meeting on July 9, 2009.
1. Downtown Parking Study
The Downtown parking guidelines and ordinances were originally adopted prior to the
completion of the Highway 42 by -pass and were based on traffic and vehicular circulation
studies at the time which did not consider the actual change in traffic and parking patterns
resulting from subsequent Downtown development.
It was agreed at the time that the current parking requirements would be periodically reviewed
and potentially revised as Downtown build -out occurred and the City could get a better sense of
the true traffic and parking impacts. Based on the current parking and density limits, the
downtown business district is approaching build -out. The parking and traffic impacts should be
reviewed in order to determine whether the current limits are appropriate or should be revised.
This study is being completed to address two questions:
A. Is the current parking requirement ratio for downtown (1:400) appropriate?
B. If additional parking is required to meet future needs, where would it make most sense
to locate it?
Currently under review by Business Retention and Development (BRaD)
Evaluate revision to maximum for commercial /office Floor Area Ratio (FAR).
Evaluate revision to existing parking ratio of 1 parking space per 400 square feet of
commercial /office area.
2. Green Building Program
Provide input to City Council for the emerging Louisville Green Point Building Program in
consideration to community design and development as well as development cost impacts and
consistency to the Revised Louisville Comprehensive Plan. This effort would include working
collaboratively with the Louisville Resource Advisory Board.
Design and adoption of Green Building Program standards.
o Three part scope of work drafted utilizing outside professional services to
SUBJECT
UPDATE /DISCUSSION
PLANNING COMMISSION
AGENDA ITEM
111
