APPOINTMENT OF POLICE OFFICERS
JAMES MORRIS CONT'D

APPOINTMENT OF RESERVE OFFICERS

COUNCIL COMMENTS

not to reappointment Officer Morris as
he felt there was no valid reason
stated and no report from the Chief
Councilman Caranci stated that he
changed his vote to no on the matter
because if the entire Council did not
feel the person should be reappointed
if Council was not in full agreement.
Attorney Morris was questioned as to
whether or not the motion for reappoint-
ment could again be considered.
Mr. Morris stated that once the Mayor
declares the motion defeated or carried,
that is a final decision. It was
brought to the attention of everyone
in attendance that Mayor Waschak did
not declare the motion defeated.
Councilman DiCarlo and Councilman
Caranci stated that it might be better
to hold the reappointment of the
Police Officers until after final action
is taken on Ordinance #491, which would
put the appointing in the hands of
the City Administrator for Police
Officers. After discussion Councilman
DiCarlo moved that all appointees of
the Police Department, excluding the
Chief and Sergeant who had been pre-
viously appointed, be delayed until
after the effective date of Ordinance
#491. Second by Councilman Domenico
was withdrawn as he felt if one was
acted upon then all should be acted
upon. Councilman Caranci then se-
conded the motion. Roll call vote
was taken. Domenico no, Dilorenzo
yes, Caranci yes, DiCarlo yes, McDonald
yes, DelPizzo yes. Motion carried.

Councilman DiCarlo moved that Gordon
Madonna, Tom Bensen and Richard Hershey
be reappointed as Reserve Officers.
Seconded by Councilman DelPizzo.
Motion carried.

Councilman Domenico stated to Mr. Berry
and Mrs. Dhieux that he has enjoyed
working with them on Council the past
two years.
