<br />APPOINTMENT OF POLICE OFFICERS <br />JAMES MORRIS CONT'D <br /> <br />APPOINTMENT OF RESERVE OFFICERS <br /> <br />COUNCIL COMMENTS <br /> <br />not to reappointment Officer Morris as <br />he felt there was no valid reason <br />stated and no report from the Chief <br />Councilman Caranci stated that he <br />changed his vote to no on the matter <br />because if the entire Council did not <br />feel the person should be reappointed <br />if Council was not in full agreement. <br />Attorney Morris was questioned as to <br />whether or not the motion for reappoint- <br />ment could again be considered. <br />Mr. Morris stated that once the Mayor <br />declares the motion defeated or carried, <br />that is a final decision. It was <br />brought to the attention of everyone <br />in attendance that Mayor Waschak did <br />not declare the motion defeated. <br />Councilman DiCarlo and Councilman <br />Caranci stated that it might be better <br />to hold the reappointment of the <br />Police Officers until after final action <br />is taken on Ordinance #491, which would <br />put the appointing in the hands of <br />the City Administrator for Police <br />Officers. After discussion Councilman <br />DiCarlo moved that all appointees of <br />the Police Department, excluding the <br />Chief and Sergeant who had been pre- <br />viously appointed, be delayed until <br />after the effective date of Ordinance <br />#491. Second by Councilman Domenico <br />was withdrawn as he felt if one was <br />acted upon then all should be acted <br />upon. Councilman Caranci then se- <br />conded the motion. Roll call vote <br />was taken. Domenico no, Dilorenzo <br />yes, Caranci yes, DiCarlo yes, McDonald <br />yes, DelPizzo yes. Motion carried. <br /> <br />Councilman DiCarlo moved that Gordon <br />Madonna, Tom Bensen and Richard Hershey <br />be reappointed as Reserve Officers. <br />Seconded by Councilman DelPizzo. <br />Motion carried. <br /> <br />Councilman Domenico stated to Mr. Berry <br />and Mrs. Dhieux that he has enjoyed <br />working with them on Council the past <br />two years. Council and staff con- <br />curred with Mr. Domenico. <br /> <br />-6- <br />
