City Council <br />Meeting Minutes <br />January 24, 2023 <br />Page 2 of 5 <br />Maureen Roskoski, FEA, reviewed the baseline for the Parks Department and the <br />benchmarking of the department compared to other cities. The process included an <br />organizational assessment that aligned it with best practices for maintenance <br />processes. She stated recent changes are already moving the department towards <br />more optimized processes. <br />Roskoski noted maintenance and asset data has been a lacking previously; once that <br />information is better known it will be easier to maintain what the City has. They also <br />looked at staffing levels in the Parks Division and noted the staff is over performing for <br />the number of staff they have versus the work load but this is not sustainable. <br />She stated they also looked at peer data and found that Louisville has about four times <br />the number of parks per capita but are handling that with about 75% of the average <br />budget; doing more with, less. <br />She reviewed the eight recommendations for improvement: <br />1. Implement Consistent Maintenance Processes, Levels of Service, and Customer <br />Expectations <br />2. Develop a Preventative Maintenance Plan <br />3. Adopt software to manage maintenance workflow (Lucity) <br />4. Implement a staffing plan consistent with benchmarking data <br />5. Develop a system to document and track actual staff task time <br />6. Complete the inventory of assets, refinement of accuracy of data <br />7. Conduct parks and recreation specific resilience planning, that includes security, <br />emergency preparedness, and continuity of operations. <br />8. Implement a performance management system using KPI'S <br />Public Comments <br />Josh Cooperman, Louisville, stated he would have liked the consultant to consult with <br />the Sustainability Advisory Board. He encouraged the Council to consider imbuing <br />sustainability goals into the Parks operations. <br />Cynthia Come, Louisville, stated she agreed with the previous speaker and would like <br />new park projects designed to be sustainable. Louisville is a parks and open space <br />town and we need to take care of these. <br />Helen Moshak, Louisville, applauded the commitment to maintenance and operations <br />and asked the Council to consider making the same commitment to the Open Space <br />Division which has many of the same issues with heavy use and under staffing. <br />
