Motion censored <br />lights can only be on for 5 minutes and there is a lumen cap. Light would still <br />need to be in compliance with other parts of the ordinance (e.g. be down -lit). She <br />explained that holiday lights are exempted with limitations (e.g. blink lights are <br />not allowed on commercial properties), but there is no curfew. The City is <br />proposing a year-round exemption for holiday lighting. <br />John began the discussion by noting that incentives would be very valuable, <br />especially if people know they are time -limited. He asked if parking lot owners <br />could just change the fixture at the top or put a cover over it instead of retrofitting <br />the entire parking lot. Amelia responded that it's easy to add a backshield or <br />change the fixture for some types of lights but not for all. He asked about the <br />rules for baseball fields and she replied that baseball fields abide by different <br />rules than what the ordinance would cover. <br />Josh suggested the ordinance recommend that people choose lights at a low <br />lumen level —just because they can choose lights up to a certain lumen doesn't <br />mean everyone should choose the brightest light possible. He asked why the City <br />doesn't want to recommend compliance options 2 and 3. Amelia responded that <br />the City would rather focus on tiered amortization (option 3) than split their time <br />
