Planning Commission <br />Meeting Minutes <br />June 22, 2023 <br />Page 4 of 5 <br />Zuccaro provided a brief synopsis of the fee in lieu mechanism and how it is <br />intended to subsidize the cost of adding affordable units across the City. The <br />Inclusionary Housing Ordinance has a strong preference for adding affordable <br />units within the same neighborhood as the development, but regardless the fee <br />in lieu is an option. <br />Krantz asked what information exists about the effectiveness of various <br />incentives. She also asked about the impact of rezoning commercial properties to <br />residential on housing values, and she requested more information about the <br />cost -burdened population. <br />Zuccaro stated that it is in the scope for the Housing Study to do some of the <br />analysis Krantz is looking for, i.e. evaluating the impacts of various targets and <br />incentives. However, Bump stated that getting granular data on the cost - <br />burdened community would be difficult. <br />Baskett asked how much property is available for workforce housing. <br />Zuccaro replied that use -by -right development opportunities might be around <br />350-400 housing units. He also mentioned rezoning, and the process for special <br />review use in commercial zoning districts. The Comprehensive Plan process can <br />guide new policies and opportunities for land to be designated for workforce <br />housing. <br />Howe asked for more information about how the Comp Plan and how the City <br />might achieve more workforce housing. <br />Zuccaro noted acquisition and the inclusionary housing ordinance mechanisms. <br />Krantz asked if the City has any other goals beyond inclusionary housing <br />ordinance goal of 12% attainable. She also asked if the workforce is actually <br />constrained by housing, or whether commuting is expected. <br />Zuccaro articulated that the point of the Housing Study is to agree as a <br />community about the problem statement and what the City trying to achieve in a <br />holistic way. <br />Staff Comments: <br />Zuccaro will follow up with a timeline for the next steps and upcoming <br />engagement. <br />Discussion Items for Next Meeting: <br />A.
