obligations of the City to keep and perform the covenants contained in this Ordinance. <br /> <br /> Section 15. Effective Date, Recording and Authentication. This ordinance shall be in full <br />force and effect 30 days after publication following final passage. This ordinance, as adopted by the <br />Council, shall be numbered and recorded by the City Clerk in the official records of the City. The <br />adoption and publication shall be authenticated by the signatures of the Mayor and City Clerk, and by <br />the certificate of publication. <br /> <br /> Section 16. Statutes Superceded. Pursuant to Article XX of the Colorado Constitution and <br />the City Charter, all statutes of the State of Colorado which might otherwise limit the City's ability to <br />execute, deliver and perform its obligations under the Loan Agreement or the Bond are hereby <br />superceded. <br /> <br /> Section 17.
