Historic Preservation Commission
Anderson asks about the adjacent property with the "ghost house" on it (533
East); Brackett Hogstad says she will look into it.
Anderson says it is touching to hear the stories of the residents, and that only
adds to the history of the properties.
Haley says affordability is a huge discussion of Louisville as a whole. She
questions if HPC has a role and what that could be.
Anderson brings up the previous ADU discussion and mentions that it is
unfortunate that there are no restrictive covenants or conditions related to the
redevelopment. It would be nice if there was some incentive for keeping housing
units modest.
Dunlap wants to discuss what input HPC could provide to the City about
affordable housing.
Burg says it is a really unique space in Louisville and that it is rare to see a block
of historic homes all together. She asks about the HPC's past conversation about
making a historic neighborhood designation. She says it is a shame that hands
are tied, and perhaps in the future HPC can be a little better prepared when
something like this comes up.
Anderson is curious about the adjacent property to the west (533 East) and
whether any creative arrangements to save some structures have been
discussed.
Brackett Hogstad says she does not understand the adjacent property to be
part of this review, but does not know details because she is not the case
planner.
Conversation about possible options for the adjacent property continued, with no
conclusion.
Dalia moves and Dunlap seconds to accept staff recommendation and approve
the demolition request for properties at 421 East Street. The motion passes
unanimously.
Haley says it is a somber decision; Dalia agrees and asks staff to come back
with ideas for how HPC could have some impact on affordable housing and
density. Anderson expresses sympathy and his reluctance behind the vote.
Haley closes the public hearing.
Work Plan & Subcommittee Updates
No updates this month.
Items from Staff
Brackett Hogstad mentions that the alteration certificate for 921 La Farge was
released at subcommittee. She notes the regularly scheduled meeting will be on
August 21, but there are no items scheduled as of yet.
Updates from Commission Members
Dunlap says that in the July 16, 2023 newspaper, there is an obituary for a
Louisville resident who had been part of the Historical Preservation Commission
5
