Baskett suggests a percentage greater than <br />25% and less than 50%, maybe 30%. More discussion ensued about thresholds. <br />Brauneis wonders if lighting could make alterations cost prohibitive. <br />Krantz suggested 25% does not and notes that PACE discounts are significant. She is <br />in favor of the code amendment. <br />Moline asked if a waiver request is available, other Commissioners say yes. <br />Brauneis asks Baskett if a waiver would address her concerns. She said a waiver <br />allows for flexibility but creates more ambiguity for staff to work through. <br />Howe asks if the Dark Sky ordinance disincentivizes commercial renovations. <br />Brauneis asks for closing thoughts. <br />Krantz wanted to see this happen in a faster timeframe for residential. <br />Brauneis is excited by this, and it is a good first step. He suggests that the Commission <br />remember what "Dark Sky" entails; safe lighting will always be necessary, and it is also <br />not the goal to set lighting curfews. He is comfortable with the ordinance as currently <br />proposed and is encouraged by the availability of the waiver allowance. <br />Krantz mentioned one more change she would like is for the exception for string/party <br />lights to be omitted. She mentioned that there are adapters to make them less bright. <br />Commissioners discussed where that change might be needed in the proposed <br />ordinance. <br />Brackett Hogstad said string lighting is not fully accepted. Such lights (up to a certain <br />lumen limited as defined in the report) would be subject to a curfew of 11 pm and are <br />only permitted around human activity areas. <br />Brauneis is comfortable with it as written, especially given the 11 pm curfew and only <br />human activity area. <br />Moline moved and Howe seconded a motion to approve Resolution 14, Series 2023 <br />Option 2 as presented on August 10, 2023. The motion passed unanimously. <br />Commissioner Comments <br />Chair Brauneis recognizes Jeff Hirt, new Planning Manager, and recognizes the sign <br />language interpretation, which is a first for the Commission. <br />Staff Comments <br />The next meeting will be on September 14.
