He said that there was fundamentally too many <br />underutilized commercial spaces zoned in the City, and there were not enough <br />residentially zoned areas. <br />Brauneis said that it was unfortunate that residential properties created a fiscal deficit, <br />but he noted that without this, no one would be able to live in the City. He said the City <br />was fortunate that a lot of its revenue came from sales tax and property tax. <br />Krantz stated for the record that she did not feel that it met the rezoning requirements in <br />the code, particularly given it said rezoning should be discouraged. She suggested that <br />more grants could be given to businesses to make area thrive. The existing <br />comprehensive plan called for unified downtown area with more commercial area in the <br />DELO development. <br />Moline argued that in its current state, the current DELO area did not meet the code's <br />requirement for a sound, stable and desirable development environment. He said it <br />should therefore be rezoned. <br />Baskett moved motion to approve Resolution 18, and Howe seconded. Motion carried 6 <br />to 1. <br />b. East Street Village Preliminary Plat and Preliminary PUD. Adoption of <br />Resolution 17, Series 2023 recommending approval of a preliminary <br />Planned Unit Development (PUD) and preliminary plat for a residential <br />development with 15 single-family detached units and 21 townhome units <br />on 3 acres of land. <br />i. All public notice requirements were met. <br />Howe said that as a local business owner, he has had dealings with a member of the <br />applicant party, however this would not affect his ability to impartially judge the proposal. <br />Staff Presentation. - <br />Hassan introduced the plat and PUD application for East Street Village, at 421, 535, and <br />565 East Street. There were 10 existing single-family detached units on the lot, which <br />were built between 1900 and 1960. The Historic Preservation Commission approved <br />demolition of these structures during their July 2023 meeting. <br />The first part of the application was a preliminary plat, which proposed creating a <br />subdivision of 36 lots and 8 outlots.
