Commissioner Harald made a motion to approve the minutes <br />Approved. <br />Public Comments on Items Not on the Agenda: <br />None. <br />Reports of Commission: <br />Staff updates <br />Revitalization Commission <br />Minutes <br />August 23, 2023 <br />Page 2 of 8 <br />Councilmember Leh seconded. <br />City Manager Durbin introduced the new Deputy City Manager, Samma Fox. <br />The EV Manager provided updates on business assistance. Shamrock Foods is opening a retail <br />store in the former Alfalfa's building. It is planned to open in 8-10 months. <br />Proposed amendments to further support the retention and/or expansion of aerospace <br />businesses in Louisville are scheduled to go to council September 5 and 19 for first and second <br />readings, respectively. <br />URA property updates — there is interest in the purchase of the Empire building and incentive <br />information has been provided to the interested parties. They would look to LRC for potential <br />support. <br />Concept Plan Review — Planning Commission approved the draft concept plan review process <br />at the August 10 meeting. Contact the Economic Vitality Manager for more information. <br />Dark Sky Lighting — The Planning Commission reviewed the ordinance on July 13 and <br />recommended approval to Council with changes. Details on the changes were provided in the <br />meeting packet. <br />There will be an open house August 29 to provide education on the adopted energy code <br />updates and allow businesses to provide feedback on any concerns. <br />Underpasses — the Economic Vitality Specialist presented additional background information on <br />the underpass projects in response to a request at the last meeting. Background on the LRC <br />cooperation agreement, LRC responsibility to provide funds and voter response to previous <br />underpass ballot initiatives were discussed. Grants received for HWY 42 improvements and the <br />City's transportation master plan were discussed. This will be an agenda item at a future <br />meeting. <br />Commissioner Comments: None <br />Downtown Business Association Updates <br />The EV Manager attended the DBA meeting this month. This year's Street Faire season was <br />successful. The Ice Rink, Dark Sky, building code and vacancies were discussed. <br />The EV Manager noted that there will be minor changes next year with the addition of opening <br />bands to help support the food trucks.
