Revitalization Commission <br />Minutes <br />August 23, 2023 <br />Page 4 of 8 <br />Commissioner Comments: <br />Commissioner Williams noted that the fagade on the building under financial review has been <br />removed. The agreement states that the fagade was to remain intact to preserve the historic <br />character of the building. Commissioner Smith noted that there may be something behind the <br />fagade they needed access to during the repairs. The Director of Community Development <br />mentioned he had just noticed it had been removed. It is not apparent what is old versus what is <br />new, and he will have to review what they are doing. The EV Manager will reach out to the <br />architect to determine what is happening and will share details with LRC. <br />Public Comment: None <br />Commissioner Leh made a motion to approve moving forward on the contract. Commissioner <br />Smith seconded. Roll call vote: approved unanimously. <br />Defining the LRC's Purpose: The City Attorney will present this topic at the September meeting. <br />Downtown Vision Plan for Streetscapes & Public Places — Contract and B <br />The EV Manager presented the Downtown Vision Plan to the Commission. Staff recommends <br />contracting with Mig to complete the work and requests recommendation from LRC to Council to <br />enter into a contract with Mig to complete the planning process. The vendor's proposal was <br />included in the meeting packet. Staff will be looking at moving budget line items from CIP <br />intended for downtown conduit and pavement repair to pay for this agreement. As this <br />agreement is to create a plan for downtown, staff believes using this funding is appropriate for <br />the vision plan agreement. <br />Commissioner Comments: <br />Commissioner Smith asked if the scope of work included cost estimates and what is the percent <br />of design. The Director of Community Development noted that this will be more of a conceptual <br />design. <br />Commissioner Williams clarified that this won't be for construction; it is just vision planning to <br />identify initial cost estimates for the best investment of LRC funding for downtown streetscape <br />and public places. <br />The Director of Community Development noted that the LRC wasn't sure what to fund and there <br />was concern about coordination with City CIP projects. The idea is to move forward quickly to <br />begin designing and initiating projects. <br />The EV Manager noted that Mig includes CIP phasing plan for 15 years in the proposal, which <br />will assist LRC in authorizing funding for projects after 2031. <br />Commissioner Smith noted that phasing will save us more than the costs of this agreement over <br />the course of project improvements. <br />Agenda Packet P. 6 <br />
