Revitalization Commission <br />Minutes <br />August 23, 2023 <br />Page 6of8 <br />Councilmember Leh noted that the original idea for Board/Commission support was to enable <br />some boards/commissions, and with the vision plan and restructuring of boards/commission it's <br />prudent to wait for 2024. <br />There was a discussion on the LRC 2024 budget with a suggestion to keep an eye on council's <br />budget process to influence LRC's priorities. <br />Commissioner Comments: <br />Commissioner Harald noted that funding and incentive development should be led by LRC as <br />an Economic Vitality function. Economic vitality and urban renewal are complimentary but may <br />have different purposes. The blight focus of LRC's purpose is important and clarity would be <br />helpful. <br />There was a discussion on economic vitality and Board/Commission overlapping focus. It was <br />agreed that the Commission and Board support discussion will move to 2024 to be aligned with <br />the purpose of the LRC. <br />Chair Adler asked to move the work plan discussion to the next meeting and asked if there is <br />anything LRC would like staff to include in the September meeting agenda. <br />Chair Adler suggested a joint meeting with DBA to improve collaboration and asked if this would <br />require a budget discussion. Commissioner Harald suggested LRC discuss internally in <br />September prior to meeting with DBA to create focus on what LRC would like to achieve through <br />that collaboration. It was recommended LRC meet with DBA in October. <br />Councilmember Leh suggested it would be worth discussing the third -party review process for <br />financial pro formas at a future meeting. <br />Public Comments: None. <br />Facade Improvement Program Application: Moxie Bread Co. (a_ 641 Main Street <br />The EV Specialist presented the application for Moxie Bread Co. to the Commission. The <br />application documents were provided in the commission packet. Staff recommends approval of <br />the application. <br />Commissioner Comments: <br />Commissioner Williams is in support of this request. At the last meeting we approved the Main <br />Street application and asked if there is sufficient funding to fund this application. This application <br />doesn't go over budget. <br />City Counsel noted that because the Facade Improvement Program is a bucket funding <br />program, it is recommended that the budget be amended prior to the time the grant applications <br />exceed the budgeted amount for the program. Further Council permission will be needed before <br />increasing the budget for this program for additional applications. <br />Agenda Packet P. 8 <br />
