cityof CITY COUNCIL COMMUNICATION <br />Louisville AGENDA ITEM 2 <br />COLORADO • SINCE 1878 <br />SUBJECT: HOUSING PLAN INFORMATIONAL UPDATE <br />DATE: SEPTEMBER 26, 2023 <br />PRESENTED BY: ROB ZUCCARO, AICP, COMMUNITY DEVELOPMENT DIRECTOR <br />JEFF HIRT, AICP, PLANNING MANAGER <br />SUMMARY <br />In 2021, the City of Louisville was awarded a grant from the Colorado Department of <br />Local Affairs (DOLA) to develop a Housing Plan ("Plan"). The Plan is an important step <br />for the City to address housing affordability and choice in Louisville and aligns with <br />advancing numerous City policies around environmental, social, and economic <br />sustainability. City staff temporally paused the project until earlier this year to address <br />the urgent needs from the Marshall Fire recovery. <br />The purpose of this agenda item is to share a project update with new information and <br />an initial framework for what the Plan will recommend for Council's consideration — <br />specifically, to share the Housing Needs Assessment and Strategy Matrix and <br />Framework that will act as a foundation for drafting the Plan. City staff intend to bring <br />the Plan to City Council for adoption by early 2024. <br />Housing Needs Assessment <br />Attachment 1 includes the Housing Needs Assessment (HNA). This technical <br />document provides the factual basis for the Plan's strategies. The Executive Summary <br />provides a snapshot of Louisville's current and future housing needs and key findings. <br />The HNA quantifies Louisville's anticipated housing affordability challenges and needs, <br />based on State of Colorado population estimates (e.g., workforce housing, housing for <br />different income groups, seniors, families, etc.). <br />Strategy Matrix and Framework <br />Attachment 2 includes the Strategy Matrix and Framework, which is the starting point for <br />the detailed strategies and an action plan that will be included in the Housing Plan. <br />Attachment 2 provides a framework for discussing those strategies early in the <br />community review and feedback process, and it does not capture the detailed analysis, <br />refinement, or organization of the strategies that will be available in the Plan. The <br />strategies are organized by type of action (incentives, policy changes, financial support, <br />partnerships, and requiring further research). They stem from both the HNA and recent <br />input from housing developers and community members. The strategies include topics <br />ranging from zoning code changes to how the City can financially support affordable <br />housing projects. <br />CITY COUNCIL COMMUNICATION <br />2 <br />
