Rather, it is much <br />more likely that households experiencing cost burden (especially severe cost burden) in 2011 <br />were eventually priced out of the area and moved to lower cost of living areas and higher - <br />earning households have moved into the area. <br />Homelessness in Boulder County <br />Gathering accurate homelessness data is challenging due to several factors that contribute to its <br />unreliability, including: <br />■ Transient Nature: Homeless populations are often highly mobile, making it difficult to <br />capture an accurate snapshot of the homeless population at any given time. <br />■ Lack of visibility: Many individuals experiencing homelessness do not use official <br />shelters or services, locating in certain places to avoid detection, further complicating <br />data collection efforts. <br />■ Resource Limitations: Conducting comprehensive homelessness counts requires <br />significant resources, including personnel, funding, and time which can also affect the <br />frequency of data collection. <br />■ Lack of Coordination: Homelessness data collection often involves coordination between <br />multiple agencies, local governments, and non-profit organizations. Lack of <br />coordination can lead to incomplete or duplicated data. <br />These factors, individually and collectively, often result in the underreporting of the homeless <br />population.
