LL Cityof CITY COUNCIL COMMUNICATION <br />Louisville AGENDA ITEM 4D <br />COLORADO • SINCE 1878 <br />SUBJECT: APPROVAL OF RESOLUTION NO. 66, SERIES 2023 — A <br />RESOLUTION APPROVING BOARD AND COMMISSION RULES <br />OF PROCEDURE <br />DATE: NOVEMBER 6, 2023 <br />PRESENTED BY: MEREDYTH MUTH, CITY CLERK <br />SUMMARY: <br />At the June 20, 2023 City Council meeting members discussed the roles and duties of <br />the City's various boards and commissions. At that meeting, Council agreed with staff's <br />recommendation to implement Rules of Procedure for the Boards and Commissions so <br />that all boards are working under the same set of rules and expectations. <br />The attached Rules of Procedures for Boards and Commissions are based on the City <br />Council's Rules of Procedure. They address a variety of issues including: <br />• Meeting Civility <br />• General Rules <br />• Meeting Scheduling <br />• Electronic Participation <br />• Public Comments <br />• Expectations for Staff Liaisons <br />• Expectations for Board Members <br />• Quasi -Judicial Actions <br />• Parliamentary Procedure <br />• Removal from a Board <br />Some of the quasi-judicial boards have previously established rules of procedures that <br />govern board specific processes and public hearings. Nothing in these new rules will <br />prevent a Board from adopting its own rules of procedure specific to its roles and <br />responsibilities so long as they do not conflict with these Rules. <br />FISCAL IMPACT: <br />None. <br />PROGRAM/SUB-PROGRAM IMPACT: <br />The Governance and Administration Subprogram's goal is to ensure inclusive, <br />responsive, transparent, friendly, fiscally responsible, effective, and efficient <br />governance, administration, and support. Adopting these rules of procedure helps to <br />ensure boards and commissions are all acting in a transparent and effective manner. <br />CITY COUNCIL COMMUNICATION <br />30 <br />
