RESOLUTION NO. 79 <br />SERIES 2023 <br />A RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT TO SHARE <br />COSTS FOR A REGIONAL MINIMUM WAGE ECONOMIC ANALYSIS <br />WHEREAS, HB 19-1210, Local Government Minimum Wage, permits a unit of <br />local government or group of local governments to establish a minimum wage for <br />employees performing work for an employer in the local government's jurisdiction; and <br />WHEREAS, the City of Boulder, the City of Lafayette, the City of Longmont, the <br />City of Louisville, and the Town of Erie, all in the State of Colorado ("Municipalities") desire <br />to collaborate on an economic analysis to help identify the impacts of a potential regional <br />minimum wage higher than the State of Colorado minimum wage; and <br />WHEREAS, it is necessary for the consultant to conduct the analysis due to the <br />specialized nature of the work; and <br />WHEREAS, due to the collaborative nature of the economic analysis, the <br />Municipalities would share costs for consultant services related to this analysis, as outlined <br />in the Regional Minimum Wage Socioeconomic Analysis Consultant Services <br />Intergovernmental Agreement ("Intergovernmental Agreement"), in substantially the same <br />form as the copy attached hereto; and <br />WHEREAS, by joining this Intergovernmental Agreement, the City of Louisville <br />agrees to contribute funds up to the amount specified as Louisville's funding commitment <br />in the Intergovernmental Agreement and to participate in the economic analysis process; <br />and <br />WHEREAS, the City Council of the City of Louisville desires to approve and <br />authorize the Mayor to execute the Intergovernmental Agreement. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF LOUISVILLE, COLORADO: <br />1. The Regional Minimum Wage Socioeconomic Analysis Consultant <br />services Intergovernmental Agreement for cost sharing between the Cities of Boulder, <br />Lafayette, Longmont, Louisville, and the Town of Erie is hereby approved in <br />substantially the same form as the copy attached to this resolution. <br />2. The Mayor is hereby authorized to execute the IGA on behalf of the City <br />Council of the City of Louisville, except that the Mayor and the City Manager are hereby <br />further authorized to negotiate and approve such revisions to the IGA as the Mayor or <br />City Manager determines are necessary or desirable for the protection of the City, so <br />long as the essential terms and conditions of the IGA are not altered. <br />Resolution No. 79, Series 2023 <br />Page 1 of 2 <br />
