<br />City Council <br />Special Meeting Minutes <br />June 23, 2009 <br />Page 7 of 7 <br /> <br />Public Comments: John Leary, 1116 LaFarge Avenue, Louisville, CO suggested <br />the City Manager direct Department Directors to ask for 5%, 10% and 15% <br />decreases in the 2009 budget to provide a range of decreases. <br /> <br />Review of City Manager's Recommended C-I-P for 2010 - 2014 and <br />Summary of Recommendations: City Manager Fleming recommended a Five- <br />Year Capital Improvement Program (C-I-P) for the City for the years 2010 <br />through 2014. On May 1,2009 departments submitted capital project requests <br />for 2010 through 2014. Over 67 million dollars of requests were tabulated and <br />compiled by the Finance Department. This compilation was incorporated into the <br />Long-Term Finance Model, which indicated the City could not afford all requested <br />projects. City Manager Fleming recommending a total of 46 million in capital <br />project over the five-year period. <br /> <br />Council Discussion: Councilor Muckle asked Staff to address the Conservation <br />Trust - Acquisition Fund request for a Parks facility. Parks & Recreation Director <br />Stevens explained the facility is for open space and parks maintenance crews <br />and equipment. <br /> <br />Public Works Director Phare explained the City Shop building will require a total <br />reconstruction to facilitate both work crews and equipment. <br /> <br />City Manager Fleming explained 2010 will be the planning year for the facility. <br />Public Works Director Phare noted it may require an acquisition of additional <br />property for development of the facility. Council discussion included solar panels <br />for the new facility and tax incentives for the solar considerations. <br /> <br />Review of Budget Calendar: City Manager Fleming reviewed the key steps <br />and dates for Council consid€~ration. He suggested a meeting date be set in <br />August for the 2009 Budget amendments.
