<br />City Council <br />Meeting Minutes <br />July 21 , 2009 <br />Page 3 of 9 <br /> <br />present to explain the Kaiser Permanente Foundation, which sponsors a Healthy <br />Living campaign. The Foundation donates to cities based on the number of <br />participants from each city in the Colfax Marathon and noted thirty residents from <br />Louisville participated in the levent. Louisville came in third, based on a ratio <br />between the participants and the City's population and will receive $2,000. The <br />City has chosen to give the money to the Louisville Senior Foundation to be used <br />as medical discretionary funds to help lower income Louisville seniors pay for <br />medical care they might not otherwise be able to afford. <br /> <br />Josh Fine expressed his thanks to the City of Louisville for their support. He <br />noted the Colfax Marathon runs through Denver, Aurora and Lakewood and is a <br />Colorado event. He also thanked Kaiser Permanente for underwriting the Colfax <br />Marathon. The check for $2,000 was presented to Larry Brassem and Imadail <br />Pearson representing the Louisville Senior Foundation. <br /> <br />Councilor Muckle arrived to the meeting at 7:14 p.m. <br /> <br />APPOINTMENT TO THE BOARD OF ADJUSTMENT <br /> <br />Mayor Sisk interviewed three! applicants for two vacancies on the Board of <br />Adjustment (BOA). The Mayor recommended the appointment of Chris Fuller as <br />a regular member and Paul Boland as an alternate member. Both seats will <br />expire at the end of this year and both members will be required to reapply for full <br />three-year terms this fall in the normal board/commission application process. <br /> <br />MOTION: Mayor Sisk moved to appoint to the Board of Adjustment, Chris Fuller <br />as a regular member and Paul Boland as an alternate member, seconded by <br />Councilor Clabots. All in favor. Absent: Mayor Pro Tern Marsella. <br /> <br />PRESENTATION OF 2008 COMPREHENSIVE ANNUAL FINANCIAL REPORT <br />AN SUBMITTAL OF REQUIRED COMMUNICATION PER STATEMENTS OF <br />AUDITING STANDARDS No. 114 <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Finance Director Watson introduced David DeZutter from Elde Bailly, the City's <br />external auditors, who would present the 2008 Comprehensive Annual Financial <br />Report (CAFR). Included wa.s the auditors' letter containing the required <br />communication as prescribed in Statements of Auditing Standards No. 114. He <br />noted the 2008 CAFR is available for public inspection in the City Manager's <br />Office, the Finance DepartmHnt and on the City's Web site. Mayor Sisk <br />requested a copy of the CAPR also be available at the Library. <br /> <br />Mr. DeZutter briefly reviewed the 2008 Comprehensive Annual Financial Report <br />(CAFR) and the auditors' lettler and noted the City is receiving an unqualified <br />
