<br />City Council <br />Meeting Minutes <br />July 21, 2009 <br />Page 5 of 9 <br /> <br />Mayor Sisk opened the public hearing and requested a Staff presentation. <br /> <br />City Manager Fleming explained Ordinance No. 1551, Series 2009 would place a <br />question on the November 3 ballot proposing an amendment to Section 1-1 (z) of <br />the City of Louisville Charter. This amendment clarifies the term "public body" as <br />it relates to the City Council for all of Article 4 and Section 5-5 and 5-18 of the <br />Charter. It clarifies the City Council is subject to the requirements of Section 4-5 <br />(meeting locations); 4-16 (distribution of the open government pamphlet); 5-5 <br />(review of documents and agenda-related material); and 5-18 (meeting notices <br />and agendas). He noted the City Council already adheres to these rules. <br /> <br />City Attorney Light pointed out Ordinance Nos. 1551, 1552 and 1553 set the <br />ballot titles. Under the Colorado Statutes, which govern amendments to Home <br />Rule Charters, the City Council sets the ballot titles for amendments to the Home <br />Rule Charter, which they refElr to the voters. <br /> <br />Mayor Sisk requested public comment and hearing none closed the public <br />hearing. <br /> <br />MOTION: Councilor Muckle moved to approve Ordinance No. 1551, Series 2009 <br />on second and final reading, seconded by Councilor Yarnell. Roll call vote was <br />taken. The motion passed by a vote of 7-0. <br /> <br />ORDINANCE No. 1552, SERIES 2009 - AN ORDINANCE AMENDING <br />SECTION 4-2 (c) OF THE CITY CHARTER AND PROVIDING FOR THE <br />SUBMISSION OF THE AMENDMENT TO A VOTE OF THE REGISTERED <br />ELECTORS AT THE NOVEMBER 3, 2009 REGULAR ELECTION _ 2nd <br />READING - PUBLIC HEARING <br /> <br />Mayor Sisk requested a City Attorney introduction. <br /> <br />City Attorney Light read Ordinance No. 1552, Series 2009. <br /> <br />Mayor Sisk opened the public hearing and requested a Staff presentation. <br /> <br />City Manager Fleming explained Ordinance No. 1552, Series 2009 would place a <br />question on the November 3 ballot proposing an amendment to Section 4-2(c) of <br />the City of Louisville Charter to allow the option of emailing special meeting <br />notices to City Council members. The City Council now receives packets by <br />downloading the electronic vlsrsion from the City's web site. To meet this <br />requirement for a special me1eting, Staff hand-delivers a one-page memo to each <br />Council member listing the address of the City webpage. The proposed <br />amendment would allow Staff to email the notice to Council members instead of <br />hand-delivering the memo. <br />
