<br />COTTONWOOD PARK ESTIMATE <br /> <br />COUNCIL COMMENTS & COMMITTEE <br />REPORTS <br />WATERING HOURS <br /> <br />-4- <br /> <br />Mr. Wurl stated that the estimate has been <br />approved by the City Engineer and the Parks <br />and Rec. Board in the amount of $20,108 less <br />a retaining fee of $2,010.80 totaling $18,097.20 <br />to Howard D. Jury, Inc. Councilman Caranci <br />moved that Council authorize Parks & Rec. to <br />pay Estimate #1, Cottonwood Park in the amount <br />of $18,097.20, to Howard D. Jury, Inc. Se- <br />conded by Councilman DelPizzo. Roll call <br />Domenico yes, Berry yes, Caranci yes, DelPizzo <br />yes, Dhieux yes, DiCarlo yes. Motion carried. <br /> <br />Councilman DiCarlo stated that he felt many <br />people in Louisville are taking advantage of <br />no watering restrictions and were wasting <br />water. He felt that watering should not be <br />done from 10:00 P.M. to 6:00 A.M. He felt <br />that this would give the filter plant to refill <br />and be ready for the next day. Councilman <br />Domenico and Mayor Waschak felt the same, along <br />with Councilman Caranci. <br />Engineer White stated that eight hours would <br />be sufficient for the refilling at the filter <br />plant. <br />Mr. Wurl stated: that he did not like the thought <br />of restrictions because people may think that <br />the City is short on water and also that it is <br />good to water in the evening. He stated that <br />what should be done is the Code Enforcement <br />Officer should carefully watch for people who <br />are wasting water and then fine them. Mr. <br />Wurl stated that water wasters might be fined <br />the first offense and then the second offense <br />be made to install a water meter. <br />Councilman DelPizzo stated that he felt the <br />City should not go on restrictions because the <br />City owns the water and what is not used goes <br />down stream to someone else. He felt that <br />there should be no restrictions. <br />Councilman Berry stated that the watering is <br />not creating a burden at the water plant and <br />he felt that there should be no restrictions. <br />Councilman Caranci then moved that Council <br />restrict watering from 10:00 P.M. to 6:00 A.M. <br />Seconded by Councilman DiCarlo. Roll call. <br />Domenico yes, Berry no, Caranci yes, Dhieux no, <br />DelPizzo no, DiCarlo yes. Tie vote, Mayor <br />Waschak called for a revote. Domenico yes, <br />
