Mayor <br />Caranci informed those in attendance this would not be <br />a debate session. Each person would be allowed 2 minutes <br />to express their opinion and then they wouldn't be allowed <br />to speak again. Citizens in attendance inquired as to <br />storm drainage, fencing for adjoining owners, if there <br />would definitely be a medical facility. (City Attorney Horris <br />stated a written contract would have to be obtained by the <br />City if they ",rished to do this. However, they could in <br />no way request the developer to make certain that they <br />would staff sc@e). Councilwoman Scholl questioned the <br />developers present if there would be a green area or <br />playground in the apartment complex for the children. <br />Halco1m Collier assured her that there would be. She <br />was also unhappy with the multi-family zoning, which is <br />contained in Ordinance #415. <br />Mr. Bill Gans recommended a four-lane hiway on South <br />Boulder Road when annexation is realized. <br />After discussion, Councilman King moved that Ordinance <br />#414 be adopted as amended, changing the name from Lowell <br />Blvd. Corp to First Savings Investment Corp. Seconded <br />by Councilman Donovan. Roll call vote-Deborski yes, <br />King yes, Jensen yes, Donovan yes, Scholl no, Domenico yes. <br />Hotion carried. <br /> <br />Public hearing Louisville North Zoning as petitioned by <br />Lowell Blvd. Corp. Again Attorney Horris advised Council <br />this would have to be amended to read First Savings Invest- <br />ment Corp. Councilwoman Scholl again asked about the <br />number of apartments. The developers explained since <br />the housing density is so low, the multi-family complexes <br />would have to be maintained to come out financially. <br />Question was asked regarding the PUD complex. City En- <br />gineer White advised that when the time came, the developer <br />would be required to submit plans to the City Council for <br />approval. The developers were aware of this concept of <br />P.U.D. Councilman Jensen moved that Ordinance #415 be <br />adopted as amended. Seconded by Councilman King. Roll <br />call vote - Deborski no, King yes, Jensen yes, Donovan yes, <br />Scholl no, Domenico yes. Motion carried. <br /> <br />Entitled Service Expansion Fee - creating the City of <br />Louisville Parks and Recreational Fund providing for <br />collection of fees as a condition of issuing building <br />permits, etc. Attorney Horris recommended that this <br />ordinance be studied further, and Council went along with <br />the recommendation. <br /> <br />Entitled Documentary Fee. Attorney Morris read the Ordin- <br />ance in entirety. Hr. Percy Connaroe remarked House Bill <br />#377 had just recently been passed imposing ~% Documentary <br />Fee on new home5and this would be an additional burden to <br />the 1% as proposed by this ordinance. After discussion <br />Council decided to table this ordinance for the work sess- <br />ion. <br /> <br />-3- <br />
