Page - 3 -

so Sproul Inc. has anid..ea or assurance that the property has a reliable
identity. Would like to have the whole 1,230 acres annexed as soon as
possible. We have worked consistently with Dennis Drum of Oblinger-Smith.
MR. WURL: What they are asking now is your approval of annexing in four stages,
which I concur with as long as we have in the agreement the protection we
have discussed. No services of utilities until we are satisfied that they
can produce the water. Secondly any other controls t.he city wants to impose
are imposed upon them at t.he time subdivision of the land in lieu of the
time of annexation.
PAUL MORRIS: The only problem that we forsaw the other day was our requirements
presently require that the property at the time it is annexed be platted.
The ordinance is not ready for tonight but this is proposed at the time
they would be coming in - zoned and proper description on it. Agreed to
abide with all our policies, streets, storm sewerage, drainage; also we
would not be guaranteeing them any water or sewer service. Need to get
a boundry survey and tie that description together. Motion by King seconded
by Domenico to give preliminary approval to this plan. Motion carried.

FIRE: TRUCK: Still no bid from Mack Trucks.
DEBORSKI: What other leasing agencies have been del~ with?
MR. WURL: We received prices from Equitable did not receive a bid from Mack.
RECORDING SYSTEM: Sony has more flexibility than just being used for minutes -
cost $1,129.95. Motion by J'ensen to purchase Sony recording system for
$1,129.95; seconded by King.
DEBORSKI: How does it fit in the budget?
MR. WURL: One-half will be out of Administrative, one-fourth out of Planning and
one-fourth o-ut of Engineering budget.
Motion carried.
MR. WURL: I would like to delay discussion on Ken Bruns bill until we discuss the
report on Mayhoffer land under the City Administrator's report.

VARIANCE BOARD:
BOB ROSS: It seems that we are a standstill, due to the fact that I just
don't know what to do. We are getting alot of variances. Are they supposed
to come to the City Administrator or City Council?
CARANCI: If it is a change of zoning it. has to come before Council.
MORRIS: Their purpose to handle appeals on lots that cannot be utilized under
present zoning because of some physical configuration.
BOB ROSS: One applicant for a variance was issued a building permit and a sewer
hook-up, now is request.ing a variance.
MORRIS: Will be glad to sit down and discuss it. Mr. Wurl will work outsometh~n~
for you. The building inspector will attach a form to the building permit.
If he cannot use the se'"er tap, refund it.
BOB ROSS: Is it mandatory for the owner to go to Boulder and obtain names of the
people to get a varianc.e.
MORRIS: My opinion the person seeking the variation required to send notices. They
obtain these names from Guaranteed Title Company.
