City of Louisville Planning Department <br />M <br />EMORANDUM <br />To: <br /> BRaD committee members <br />From: <br /> Gavin McMillan, Planner II <br />Subject: <br /> Parking Policy <br />Date: <br />August 3, 2009 <br />BACKGROUND <br />At the July 6, 2009 BRaD meeting, Planning Staff presented the following parking policy <br />recommendations to the committee members. <br />Policy Recommendation <br />1. Remove the cap on development downtown to allow the total developed square <br />footage to exceed 354,000 square feet. <br />2. Reduce the parking requirement from 1 space per 400 square feet of <br />development to 1 space per 500 square feet of development for all uses except <br />for residential. <br />3. Adopt existing Mixed Use Development Design Standards and Guidelines <br />(MUDDSG) residential parking requirements. <br />4. Increase Fee-in-Lieu from a flat rate of $3,600 per space to $15,000/space (cost <br />of surface parking space) for new construction and $7,500/space for renovations <br />of existing buildings. <br />5. Adopt existing MUDDSG standards to allow parking credits and reductions for <br />the following. The existing square footage reductions (first 1,000 SF exempt, <br />stairways, mechanical areas excluded…etc.) will remain in place. <br />a. Credit for on-street parking adjacent to the development <br />b. Reductions for shared parking <br />c. The use of remote parking <br />6. Allow for a 5% parking reduction for the provision of ECO passes for everyone <br />employed in the development. <br />7.
