Numerous controllable and uncontrollable variables can impact <br />the consumption of water. The City, through this updated and previous conservation <br />plans attempts to address the controllable variables (rate structure, or . ances, <br />irrigation BMP's, reuse, etc.) while trying to be prepare or the u rollable <br />(weather, economy, unexpected change in demographi, .).
